EXIGENT PACKAGE FOR NORTH ANNA This is the first exigent package.

It should be carefully reviewed by you and by Mr. Eisenhut. In addition, you should get Mr. Fouchard's

' concurrence. You should also return it to OELD for Mr. Cunningham's review..

You should carefully consider justification for the exigency in view of the fact that we have had this package since 4/18. You should also consider whether the problem results from an excessively restrictive interpretation by the applicant of the license condition. (Why an insitu calibration for a vendor calibrated instrument?).

Also look carefully at the condition to see whether there is in fact an operability requirement as strict as he licensee apparently thinks.
