SUBJECT:

LASALLE - Amdt 14 to FOL (OELD#831'941) t I do not understand why this is being issued as an amendment to take effect June l'. - Although Condition 2.C.(26) requires certain things to be done by

' June 1,1983, the amended SER suggests that they now have a fully adequate program that does the job now as well as in June. If so, there is no reason for this amendment not to be applicable now. There is nothing in the SER that suggest that it is not fully satisfactory. There is no reason to continue the old amendment between now and June 1.

If the program is not fully in place yet, then anticipatory approval of this is inappropriate.

g Unless its fully in place now and they have a fully qualified program now you have no basis for knowing they are going to have one on June 1,1983.

You would have no basis for removing the requirement to have a fully quali-fied program by June 1, 1983. You, have to decide one way or the other.

It is either okay now or it is not okay now. I see no basis for now saying we.know that it is not okay now but will be okay by June 1,1983.
