GINNA SECTION 6 TECH. SPEC. AMENDMENT

-I am returning this package without concurrence because the basis for the proposed NSHC detemination is insufficient. The simple statement that "the proposed consolidation of responsibilities would not reduce management attention to the operation of Ginna" is unconvincing. There must be other grounds for the proposed NSHC determination.

Perhaps the change will provide for a more effective management structure without diminishing the management controls that presently exist.
