D';CKET NOS. 50 445 AND 50-446 SUBMITTAL OF CHANGES IN BASES SECTION 2.2.1 FOR UNIT 1 AND UNIT 2 TECHNICAL SPECIFICATIONS Gentlemen:
The purpose of this letter is to transmit the enclosed approved changes to the BASES Section 2.2.1 of the CPSES Unit 1 and Unit 2 Technical Specifications.
The changes delete the specific statements regarding the response time for the RCP Undervoltage (1.2 seconds) and Underfrequency (0.3 seconds) from Technical Specifications BASES 2.2.1.
TV Electric has determined via the 10CFR50.59 process that these changes do not involve an unreviewed safety question. The changes were incorporated in the Unit 1 and Unit 2 Technical Specifications on December 12, 1995.
Enclosure 1 includes a detailed description and a marked up copy of the affected Technical Specifications (NUREG 1468).
TV Electric requests that the NRC incorporate these changes in a future license amendment for CPSES Unit 1 and Unit 2.
