-Enclosed is' Boston-Edison's scenario package for the scheduled December 12, 1991 full participation exercise for Pilgrim Nuclear Power 5tation. The scenario package is submitted in accordance with-the June 9, 1989 letter from Mr. H. Lazarus Chief, Emergency Preparedness Section.- Enclosures to this letter are being provided to the individuals identified in Mr. Lazarus' letter.

The enclosures adhere to FEMA's Guidance Memorandum EX-3, dated February 26, 1989, which stipulates that the exercise scenario be submitted at least 60 days in advance of the exercise. The scenario package includes:
