Summary Report for Resolution of Unresolved Safety Issue A-46 Ladies and Gentlemen:

In Generic Letter 87-02, Verifit an of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46, the Nuclear Reguldtory Commission (NRC) set forth the process fer resolution of USI A-46 and encouraged the affected nuclear power plant licensees to participate in a generic program. In Supplement 1 to Generic Letter 87-02, the NRC required a response to include a commitment to the Generic Implementation Procedure (GIP-2) prepared by the Seismic Qualification Utility Group (SQUG), a schedule for the implementation of the GIP-2, and submission of a report summarizing the results of the USI A-46 program. By letter dated September 17, 1992, (Serial Letter Number 2090) Toledo Edison committed to implement GIP-2, including the clarifi-cation, interpretation, and exceptions in Supplemental Sa"ety Evaluation Report for GIP-2, and to communicate to the NRC any significant or pro-grammatic deviation from GIP-2 guidance. Toledo Edison committed to submit a Seismic Evaluation Report summarizing the USI A-46 evaluation results by September 1, 1995.

This letter forwards the results of the USI A-46 evaluation for the Davis-Besse Nuclear Power Station (DBNPS). This letter also confirms that no significant or programmatic deviations from the GIP-2 guidance were made during the USI A-46 evaluation process.

Section I.2.2.8 of GIP-2 requires that a plant specific Summary Report be submitted to the NRC, including a proposed schedule for future modifi-cations and replacements of those outliers which are yet to be resolved.P

GIP-2 Section II.9 provides for Safe Shutdown Equipment List (SSEL) Relay Evaluation, Seismic Evaluation, and Completion Reports. This constitutes the Summary Report and includes the Seismic Evaluation Report (Attachment

1) and the SSEL Relay Evaluation Report (Attachment 2). As permitted by GIP-2 Section II.9.2, the pertinent results from the SSEL Report are included in the Seismic Evaluation and SSEL Relay Evaluation Reports. To permit both the Seismic and SSEL Relay Evaluation reports to be reviewed independently, there are a few areas of redundancy (e.g., a description of Safe Shutdown Equipment is included in both reports).

Outliers, as defined by GIP-2, were identified during the seismic and relay reviews. These outliers are described in detail in the attached reports.

Toledo Edison has completed the resolution of some outliers and plans to resolve the remaining outliers no later than the end of the 12th Refuel-ing Outage (currently scheduled to begin March 2, 2000). This resolution completion schedule has been developed based on the accessibility and availability of some outlier equipment only during outages and Toledo Edison's desire to maintain a safety defense in-depth in accordance with the DBNPS Shutdown Risk Program. Following completion of these resolu-tions, in accordance with Generic Letter 87-02 T91edo Edison will submit a final report to the NRC.

REPORT FOR RESOLUTION OF UNRESOLVED SAFETY ISSUE A-46 FOR DAVIS-BESSE NUCLEAR POWER STATION UNIT NUMBER 1 This letter is submitted in conformance with Section 182a of the Atomic Energy Act of 1954 as amended, and 10CFR50.54(f).
