Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will be finalized by May 4, 1984, at which time a complete report will be submitted. ,

1. Potential Problem BPC Welding Standard WD-1, Rev. 2, Paragraph 2.1 states: "Only the applicable revision of those welding procedures that have been developed and qualified to the rules of the ASME Code,Section IX, by M&QS and that have been specified for use by Project Engineering on the Forr 84C or other applicable Engineering docuemnt shall be used for welding within the jurisdiction of the ASME Code,Section III."

CAD welding on ASME pipe systems for cathodic protection ground connections has occurred utilizing an unapproved weld technique and no weld documentation to document its accomplishment.

II. Approach To and Status of Proposed Resolution Bechtel Engineering is currently reviewing the documentation and the welding installation to determine reportability and technical justification for corrective action.

III. Projected Completion of Corrective Action and Submittal of the Final Report Evaluation of this condition and submittal of the Final Report is forecast to be completed by May 4,1984.
