Gentlemen:

On May 1, 1989, by reference (1), TU Electric submitted its response to NRC Bulletin B8-11. Reference (1) transmitted a plant specific evaluation of the effects of thermal stratification on the Comanche Peak Unit 1 Pressur her Surge Line (Surge Line) and its ability to satisfy leak-before-leak criteria.

TU Electric subsequently provided, by reference (2), response to NRC questions and clarifying information on the plant specific evaluation. Reference (3) provided additional information regarding surge line leak-before-break qualification. Ref erente (4) provided additional information regarding the plant specific evaluation in response to NRC staff request. Reference (5) was submitted to respond to concerns raised by the NRC staff in a conversation with M. Fields on November 8, 1989 and committed to monitoring until the first refueling outage commences or sufficient data has been collected to verify acceptability of the design transients, whichever occurs f 4st.

TXX-91389 Page 2 of 2 lu Electric had previously confirmed the assumpt ions of the plant specific Surge Line evaluation by performance of a Surge Line temperature monitoring program during Hot Functional Testing (Hf 7). The NRC staf f expressed concerns that HF1 data may be insufficient in confirming that the existing design transients utilized in the plant specific evaluation are conservative. To provide further assurance that the design transients used in the plant specific Surge Line evaluation are conservative, a monitoring program was implemented tv collect sufficient data to confirm the adequacy of the design transients utilized by the plant specific evaluation. Although Westinghouse indicates in the enclosure that data were used from March 1990 to July 1991, the collection of data continued through the end of the first operating cycle.

This letter is to inform you that the data has been co!.%cted and the results are included in the enclosure. Based on the information provided in the enclosure,10 Electric is suspending the surge line temperature monitoring program.

The attachment provides the required affidavit in accordance with the requirement of NRC Bulletin 88-11 that responses be submitted under oath or affirmation under the provisions of section 182 of the Atomic Energy Act of 1954, as amended.
