Pursuant to 10 CFR 50 Section 50.54(a), Revision 19 to the Northern States Power Company Operational Quality Assurance Plan (OQAP) is submitted.

The changes included in Revision 19 have been internally reviewed and approved. The basis for concluding the Revision 19 changes continue to satisfy 10 CFR 50 Appendix B and the quality assurance program commitments previously accepted by the NRC are provided in Appendix D of the enclosure. Although not required by regulation, Revision 19 will not be implemented until approval has been obtained from NRC Region III.

It is noted that a proposed change to Revision 18, which does reduce a commitment of the OQAP, was submitted by a separate letter dated June 14, 1995. The proposed change to Revision 18 is not included in Revision 19 but it will be incorporated in a subsequent OQAP revision after NRC review is completed.
