Dear Mr. Giambusso:

TURKEY POINT UNIT NO. 4 DOCKET NUMBER 50-251 REBUILDING OF SAFETY RELATED BERGEN-PATERSON HYDRAULIC PIPE RESTRAINTS Turkey Point Unit No. 4 was shutdown on January 2, 1974, to enable modification of the main steam lines as was done on Unit No. 3 during December of last year.

During this outage, in accordance with the Directorate of Licensing letter of November 8, 1973, the Bergen-Paterson safety related hydraulic pipe restraints inaccessible during power operation were rebuilt.

The Bergen-Paterson recommended ethylene propylene seal material was utilized'for rebuilding the restraints.

In addition, the Bergen-Paterson safety related restraints, accessible during power operation, were rebuilt using the ethylene propylene seal material.

This. included a total of 41 restraints which were rebuilt.

Inspection of the millabic gum seals during the rebuilding i

operation showed the seals to be generally in satisfactory condition.

Only in two instances were some seals found to be 4

brittle and crumbly.

All of the restraints contained the required amount of hydraulic fluid indicating that all the N

l seals were maintaining an adequate seal.

Inspection of the metal components of the restraints revealed some problems with the restraint hydraulic fluid accumulator.

One restraint accumulator spring was broken while another was found to be corroded.
