Dear Mr. Moseley:
The reinspection of Unit No. 3 Bergen-Paterson seismic restraints in accordance with Regulatory Operations Bulletin No. 73-4 has been completed.
Of the 51 Bergen-Paterson restraints installed on safety related systems, a total of five (5) were found to have lost I
hydraulic fluid.
None of these restraints were ones which were installed as replacements during the July 27, 1973 to August 8, 1973 outage.
During that outage none of the replacement restraints had been rebuilt.
Disassembly of the five restraints showed that two of the units contained seals that were excessively soft and gummy, whereas two other units contained seals that were dry and brittle.
The fifth unit contained seals which just showed evidence of being worn.
The attached table provides a summary.
Four of the five restraints were replaced with rebuilt Bergen-Paterson units while the fifth restraint was replaced by a new unit of the same design.
All of the replacement units were stroked prior to installation to demonstrate freedom of movement and ability to become rigid when subjected to rapid velocities.
Florida Power & Light Company and its engineer-constructor are currently considering alternate materials and alternate restraint designs and the AEC will be advised of the conclusions of this effort.
