DOCKET No. 50-251 INSPECTION OF SAFETY RELATED HYDRAULIC PIPE RESTRAINTS Inspection of the safety related pipe restraints that are accessi-ble during power operation was completed on August 12, 1974, in

accordance with the continuing requirements of the Atomic Energy j

comunission Directorate of Licensing letter of November 8,1973.

i The inspection showed that fourteen out of fifteen restraints were

I in satisfactory condition.

The hydraulic unit of one restraint located on the main steam piping had an indicated hydraulic fluid

.l level below the allowable limit.

This hydraulic unit was replaced l

with a spare unit.

The cause of the leakage is a mechanical wearing of the piston i

shaft seal.

The wear is caused by constant in and out movement of j

the piston shaft coupled with a slight cocking of the piston shaft due to the horizontal mounting of the restraint.

The horizontal mounting causes a downward force to be exerted on the unit just fron the unit's weight.

We have referred the problem to Bergen-Paterson and requested their assistance in providing a solution.
