1.1 Purpose

( 'Ihis is a procedure for operation of the CNSI hbbile Cement Solidification Unit Number 121. It provides instructions for proper operation of the unit af ter assembly and testing in accor-dance with lfcierence 2.14.

{ itEDUIREMENTS 3.1 prerequisites 3.1.1 Acquire a fiadiation Work Permit (or equi, valent) from the l- facility's llealth Physics Departrient.

t 3.1.2 A radiation survey is required prior , to pre-operational testing.

This may be perfonned by the utility's Health Physics personnel.

3.1.0 Pre-operational testing is required before batch solidi-ficatien in accordance with Section 4.0.

3.1.4 MSU-C-121 shall have been assembled and tested in accor-dance with fieference 2.14.

3.1.5 Inspect and use, as appropriate, protective clothing, chem-ical splash goggle-s, face shield, hard hat, safety shoes, gloves and respirator. Know where the closest eye wash and safety shower are and how to use them.

CAUTION: HOSES AND OIllER PRESSURE RETAINING COMPONEES MAY B SURIZED DURING DISASSEMILY. FACE SHIELDS AND APPROPRIATE PRUTECTIVE QDIllING SHAIL BE WORN DURING DISASSEMILY OF Ill EQUIIMNT.

3.2 Equipment The process equipnent is mounted on a bulk cement trailer, equip-ment trailer plant connection stand and fillhead. The plant con-nection stand and fillhead should be located inside the radwaste area. The majority of the equipnent and the cement trailers should be located outside the radwaste area.

3.2.1 Waste Transfer Svsten This system transfers radioactive waste from the faci-lity's radwaste system to the disposable solidification.

The radiation monitoring system provides a secondary means of monitoring actual radwaste flow to the dispos-able liner and a means of verifying stien flush require-ments have been completed on the waste line.

3.2.9.1 System components include:

UNIT IS ASSD4 BLED, ALL CAMFS AND HOSES ARE CONNECTED IN A(XDRDANCE WITH THE ASSDdBLY IHOCEDURE, SD-JP-042. FILLHEAD IS ON DIE STRAGE STAND, PANEL IS ENERGIZED.

4.1 Perform the Pre-Operational Checklist, Form A, and the Valve Line-Up Sheet, Form B. Valve Line-Up Sheet may be completed in any order, but nust be completed prior to receiving waste.'

h 4.2 Liner Set-Up t'

Liner set-up nny be done outside the solidification area.

4.2.1 When possible, monitor chk and liner movements and opera-tions conducted by the utility.

CAtTTION: LINER MAY BE IEESSURIZED. OPEN WITH EXTRDdE CARE. IF ENTRY INIO A LINER IS REQUIRED, FDLlD# THE PRECAITTIONS OF REF. 2.18 4.2.2 Open and inspect liner for foreign materials and damage.

Record liner condition in the Daily Operations log.

4.2.3 Install the following, mininizing length to prevent splash-ing when removing the fillhead af ter solidification.

4.2.3.1 Level Tube (1) 4.2.3.2 Temperature Probe (1)

( 4.2.3.3 thwatering leg (if required for resin or D.E) 4.3 Fillhead Placement 4.3.1 Attach crane to fillhead spreader bar. Cyclone should be in the down position, if necessary. Slowly lift to check weight distribution.

4.3.2 Transfer fillheart to liner. Ensure plastic big is attached to the Hi-Hi level float to ensure it is protected from chemical and waste splashing.

4.3.3 lbsition the Hi-hi level alarm leg in the direction of rotation to ensure proper operation, (clockwise).

4.3.4 Manually lift Hi-Hi level float, to ensure float is free to opers.te.

4.3.5 Connect the level tube, temperature probe and dewatering leg (if required) to the fillhead and lower the fillhead onto the lincr. Attach the fillhead to the liner, cask or shield using turn buckles.

k 4.3.6 Check proper connection of all hoses and cables to fillhead.

4.4 Hydrau11 Jnit Preparations

( 4.4.2 Qeck hydraulic oil temperature. Ensure oil temperature is above 700 F. If less than 700 F, turn on as soon as possible to wam up oil.

4.4.3 Inspect unit for evidence of leakage. If leakage is ob-

{ served, corrective action shall be taken.

4. 5 Main Control Panel NOTE.

IF SCLIDIMING HOT WASTE, THE AIR CONDITIONING UNIT, CBENT INLET AND VENT LINE HEATERS SH0lLD BE TURNED ON 30 MINUT PRIOR 'IO ADDING WASTE. IF SCLIDIWING OCLD WAhTE, THIS WILL BE ACCOMILISHED AT PARAGRAPH 4.5.17.

4.5.1 On the control panel, check control power key switch off and all push button switches in.

4.5.2 Open power panel, check all bypass switches and emergency run key switch off.

4.5.3 Close and lock power panel door and close main power breaker to energize power and control Innels.

4.5.4 Energize the radiation monitor. Geck readings from the fillhead, plant connection stand and spare against rad-( iation survey of Step 3.1 to ensure each station is reading properly.

4.5.5 Energize liner temperature monitor. Nsure reading is ambient for liner location.

4.5.6 Energize the level indication panel. Level should read approximatelv zero after a short warm-up period (approxi-mately 1 minute).

4.5.7 Check that the load cell is energized and read out switch is in the " POUNDS" position.

4.5.8 Energize control panel by turning on the control power key switch and pulling emergency stop outton. The following start-up indications should be visible:

4.5.10 As soon as practical, but prior to transfer of cement, check for proper baghouse operation. Surge tank pre .ure should build-up to approximtely 14 lbs. and drop to 5 lbs. during each purge. Each putye should occur approximate 1v everv 60 seconds. Ensure each of the three sections is being pnge<1.

4.5.11 Disconnect feeder valve combined dischtrge hose and con-nect to the back manway of the cement trailer, bypassing the cyclone, allowing cement / lime to be transferred back to the trailer.

t 4.5.12 Energize the transfer system blower ani aeration blower and check for proper operation. Transfer system discharge pres-sure should be approximately 7 psig. 01eck hoses for air leaks. Aeration blower discharge pressure should be approx-imately 1-3 psig.

Diverter valves (DV-1 and DV-2) should shift to the cemmt position.

( 4.5.15 Turn off the transfer system and aeration b]owers. Re-connect the feeder valve combined discharge. hose to the cyclone and cyclone discharge back to the back mansay of the bulk cement trailer.

h 4.5.16 Geck with the utility to ensure waste line is depres-surized and cycle open, then shut waste g valve WS-1 to check for proper operaton. t 4.5.17 If solidifying cold waste, turn on fillhead vent system which includes, inlet and vent line heaters, air con-ditioning unit, and Venturi pump. If solidifying hot waste, the inlet and vent line heaters and the air con-ditioning unit should be operating.

4.5.18 Turn on TV camera, TV monitor, Rustrak and fillhead light. Turn intensity rotary switch to 75% maximum.

4.5.19 Adjust fillhead cooling air to 75 SCFH.

( 4.5.20 Ensure hydraulic speed control is minimum.

hydraulic power supply, increase speed control until Ibrn on rotation of shaft is observed on the TV monitor. Geck for proper Iotation (clockwise) and hydInulic hoses for leakage.

4.5.21 Decrease hydraulic speed on the speed control knob to minimum. Push reverse jcg button and check shaft rotation reverses. Release button and check reversal to forward rotation.

4.5.22 Decrease hydraulic speed control to minimtn and turn off hydraulic power supply. If oil is less than 700 F, leave hydraulic power supply in operation.

4.5.23 The load cell should be on and stabilized at some value.

Using a known weight, check if load cell is functioning properly. 'Ihis step must be repeated any time the load cell is de-energized.

4.5.24 In the level control panel, using heights specified hv the ICP, Reference 2.13:

4.5.24.1 Set Level #1 for waste.

4.5.24.2 Set Level #2 for cement. .

4.5.24.3 Set Level #3 for high level.

4.5.24.5 Set the density compensator for the specific gravity of the waste as determined by test or as provided by the utility.

4.5.25 Purge the level indication system with blowdown on front of level indication panel observing level increases on dis-play. Slowly crimp level hose and observe level increase on panel display, hhen levels set in , Step 4.5.24 are t- reached, acknowledge waste, cement and high levels. Ensure I levels are clear and the displav returns to approximately zero when crimped hose is released.

4.5.26 Manually lif t Hi-Hi level alarm float to check III-Hi level alarm.

5. 0 SYSTEM OPERATION 5.1 Verify the following conditions exist:

5.1.1 The utility has indicated that waste is ready to be transferred.

It is a stable material under normal conditions of storage. No self-polymerization. No
