EMPLOYMENT SUITABILITY REQUIREMENTS l 2.1. PREEMPLOYMENT' SCREENING I

Preemployment screening shall be'used to. assess the l suitability of an applicant to perform security tasks. l Evaluation of preemployment qualifications and i screening,is performed-by Human Resources personnel. l 2.1.1 EMPLOYMENT APPLICATION

An employment application shall be used to provide a basis for determining whether an applicant meets the required qualifications. The following information  ;

shall be obtained during the employment process:

a. Full name
b. Citizenship
c. Current residence
d. Educational background ,
e. Previous employment history

! f. Military service

g. Record of criminal convictions ,

Prior residences are provided by the applicant during the screening process and are documented in the applicant's screening documentation.

2.1.2 SCREENING REQUIREMENTS The applicant shall meet all of the requirements of this section.

2.1.2.1 Minimum age of 21 for Armed Security Officers and 18 for Unarmed Security Officers (Proper determination of age; birth certificate, driver's license, etc.).

or pass an equivalent performance examination designed ,

to measure basic job related mathematics, language and i reasoning skills, ability and knowledge, required to perform security job duties.

'2.1.2.3 Prior'to employment, applicants for Security Officer positions-must demonstrate general good health in accordance with section 2.2.1.1 as determined by a licensed physician, or a licensed health professional (station nurse) trained to administer medical examinations, with final attestation by a licensed l- physician.

2.1.2.4 Applicants for Armed Security Officer positions shall '

receive a medical examination and physical test battery in accordance with sections 2.2.1.2 and 2.2.1.3 l subsequent to accepting a job offer.

2.1.2.5 Satisfactory completion of a background investigation ,

-as addressed in the station Security Plan. A Security Officer shall have no felony convictions involving the use of a weapon and no felony convictions that reflect on the individual's reliability.

2.1.3 DOCUMENTATION t

Screening records shall be maintained at the General Office by the Manager, Workforce Processing, Human Resources.

NUCLEAR SECURITY TRAINING & QUALIFICATION PLAN R::;v. 4 2.2.2.2 Mental Examination All persons allowed unescorted access to the station shall be screened according to a nuclear access program as addressed in the station Security Plan.

l 2.2.2.3 Continued Observation Security supervision shall be observant for indications of unusual behavior by security personnel at the station. As a part of the Fitness'for Duty Program, l supervisors receive training in recognizing abnormal ,

l behavior. The Human Resources Manager ensures l t

corrective action is taken as deemed necessary in the l event such behavior is exhibited.

Abnormal behavior of a suspected serious nature.shall be evaluated per the Fitness for Duty Program prior to resumption of security duties.

APPENDIX B l FIREARMS PROGRAM l

2.0 HANDGUN OUALIFICATION One of the following courses shall be used for handgun qualification of Armed Security Officers.

2.1 HANDGUN QUALIFICATION COURSE NUMBER 1 SCORING: 50 rounds using B-27 target, or target of equivalent difficulty. The maximum score is 250 "

points. To qualify, a minimum of 200 points (80%) '

is required (multiply the total score by 0.4 to obtain the percentile).

STAGE 1: Three (3) Yard Line (6 Rounds)

A. Load and holster.

B. Draw and fire 2 rounds in 3 seconds. Holster and secure weapon.

C. Draw and fire 2 rounds in 3 seconds. Holster and secure weapon.

D. Draw and fire 2 rounds in 3 seconds. Holster and secure weapon.

NOTE: All firing shall be standing.

FIREARMS PROGRAM 3.O SHOTGUN OUA_Ly ICATION Armed Security Officers assigned to use the 12 gauge shotgun shall qualify with a full, improved modified, or cylinder bore choke 12 gauge shotgun. Assignment to armed response duties with a shotgun requires qualification on course number 1, number 2, or number 3. Assignment to vehicle l barrier system compensatory measures equipped with a shotgun requires qualification on course number 2 or number 3 using rifled slugs rather than 00 buckshot in stage 3 (of course 3).

3.1 SHOTGUN QUALIFICATION COURSE NUMBER 1 SCORING: 8 rounds; total number of pellets is 72. To qualify, a minimum of 70% (51 pellets) of the total pellets must be p3nced within the black silhouette.
