-This letter is to notify you of a deficiency which has been identified regarding the mobile siren component of the prompt  ;

notification system at the Browns Ferry Nuclear Plant. In a l telephone conversation between Eric Sliger of TVA and George Jenkins l of your~ staff on May 2,1983, this deficiency was identified. l Mr. Jenkins indicated in accordance with 10 CFR 50.54(s)(2) a four- l month correction period would be applicable in this case. e ENCLOSURE DEFICIENCY REPORT BROWNS FERRY NUCLEAR PLANT PROMPT NOTIFICATION SYSTEM Description of Deficiency On January 10, 1983, the mobile siren component of the Browns Ferry Nuclear Plant prompt notification system was tested. The test revealed that the two mobile sirens in Limestone County could not complete their routes in the 45 minutes required by NUREG-0654, revision 1. The times required for the vehicles to run these routes were 62 minutes and 72 minutes, respectively.

Corrective Actinns TVA is in the process of procuring two additional sirens and siren sites.

When these sirens are in place, one mobile route will be eliminated and the other mobile route will be modified such that it can be completed within 45 minutes. However, we do not expect these sirens to be operational until August 1, 1983 .

As an interim compensating measure, the Limestone County Civil Defense Director is being instructed to drive the mobile sirens first in areas where the coverage from the fixed sirens is less than 60 dB, and then through the portions of the mobile routes which fall within the 60 dB coverage area. This would require only minor adjustments to the mobile siren routes and would allow the areas of the mobile routes falling outside the 60-dB coverage area to receive a warning within 45 minutes.
