Enclosed is our response to Generic Letter 82-l 10 for the Browns Ferry Nuclear Plant.

Based on the enclosure, continued operation of the Browns Ferry Nuclear Plant is justified, and the operating licenses for Browns Ferry units 1, 2, and 3 should not be modified, suspended, or revoked.

II.F.2 - Instrumentation For Inadequate Core Cooling No reply is required at this time.

II.K.3 18 - ADS Actuation TVA's position on this item is stated in reference 2.

In that response, we provided our position of not implementing the ADS logie modification.

We are participating in the BWR Owners'_ Group supplemental study on this item to explicitly incorporate ATWS considerations into proposed ADS logic configurations. Our preliminary evaluation of the study scope, however, indicates that our original reasoning on this item will remain valid.

II.K.3 30 and 31 - Small Break LOCA Analysis As stated in reference 1, TVA considers the reactor vendor, General Electric Company, to be the most appropriate party to work with the staff in resolving staff concern with small break LOCA models for BWRs. GE is currently working to resolve staff concerns as stated in their letter from R. H. Buchholz to D. G. Eisenhut dated June 26, 1981.

III. A.1.2 - Staffing Levels For Emergency Situations TVA is in compliance with the required staffing levels for emergency situations.

III.A.1.2 - Upgrade Emergency Support Facilities and III.A.2.2 - Meteorological Data TVA will submit a conceptual design for emergency response facilities for Browns Ferry within 90 days after notification that the requirements for these facilities have been finalized by the NRC staff and approved by the commissioners. This conceptual design will supersede all previous submittals.

III.D.3.4 - Control Roora Habitability As stated in reference 5, all concerns regarding this item have been satisfied except chlorine. TVA is currently obtaining barge traffic data from the Army Corps of Engineers for use in our analysis of the probability of a barge accident releasing significant amounts of chlorine. The decision to install chlorine detectors will be based on the results of this analysis., We expect to complete this analysis in late July and will inform you of the analysis results and the decision regarding need for chlorine detectors by August 5,1982. Our preliminary indications are that chlorine detectors will not be needed.
