Gentlemen:

SUBJECT: NRC INSPECTION REPORT NO. 50-395/93-20

This refers to the inspection conducted by F. N. Wr.ight of this office on

July 12-16, 1993. The inspection included a review of activities authorized

for your V. C. Summer facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report. 1

Areas examined during the inspection are identified in the report. Within l

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of- <

activities in progress.  !

Your attention is directed to the resolution of the exercise weaknesses

identified in Paragraph 4 and 7. The exercise weaknesses described in

Paragraph 7 of the enclosed report concerns Emergency Notification messages '

used to notify State and. local agencies of emergency conditions. The weakness

is similar to an exercise weakness contained in.an. Inspection' Report sent to

you by our . letter dated August- 13, 1992. Recurring exercise weaknesses are'of

particular concern because the NRC expects licensee's to learn from their past

failures and to take effective corrective actions. As required by 10 CFR 50,

Appendix E, any weaknesses.that are identified must be corrected.

Accordingly, you are requested to submit a written statement within 45 days of

the date of this letter. In your response to the weaknesses you should

document the specific actions taken and any additional actions you plan to

prevent recurrence. We will review your response, including your proposed

corrective actions, and the results of future inspection to determine whether -

NRC enforcement action is necessary to' ensure compliance with NRC regulatory

requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
