BELLEFONTE, HARTSVILLE, AND PHIPPS BEND - REPORTABLE DEFICIENCY - CHECK VALVE LEAK IN AIR START SYSTEM OF STANDBY DIESEL GENERATORS -

-520/82-08, -521/82 PBRD-50-553/82-07, -554/82-07 The subjact deficiency was initially reported to NRC-0IE, Region II, Inspector R. V. Crlenjak on February 9, 1982 as NCRs BLNMEB8201, HTAMEB8201, HTBMEB8201, and PBNMEB8201.

The deficiency reported as HTBMEBf '01 for the Hartsville Nuclear Plant B was also reported as being applic ole for the Yellow Creek Nuclear Plant. TVA no longer plans to transfer the standby diesel generators from Hartsville Plant B to the Yellow Creek site.

In accordance with paragraph 50.55(e) of 10 CFR Part 50, this letter constitutes our second interim report on the subject deficiency. TVA is awaiting receipt of evaluation or correction information from the vendor.

Upon receipt of this information, TVA will take the necessary actions to identify and correct the problem at its Bellefonte Nuclear Plant. We consider 10 CFR Part 21 applicable to this nonconformance. We anticipate transmitting our next report on or before August 31, 1982. TVA has elected to defer construction activities for the Hartsville, Phipps Bend, and Yellow Creek Nuclear Plants. Deferral does not mean that the projects will be cancelled but that TVA is minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether the projects should be completed or cancelled. Therefore, we will not be submitting a final report for this nonconformance for these projects until a final decision is made regarding the projects.
