SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULA RELATED TO AMENDMENT NOS. in, AND 41 TO DPR-61 AND NPF-49 CONNECTICUT YANKEE ATONIC POWER COMPANY ARD NORTHEAST NUCLEAR ENERGY COMPANY, ET AL.

s HADDAM NECK PLANT AND MILLSTONE NUCLEAR POWER STATION DOCKET NOS. 50-213 AND 50-423 INTRODUCTION By an application dated June 29, 1989 Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) requested changes to the Technical Specifications (TS) for the Haddam Neck Plant and Millstone Nuclear Power Station, Unit No. 3.

The proposed amendments would change Technical Specifications (TS) 4.IO.1.D.I.h for the Hr.ddam Neck Plant and TS 4.4.5.4.a.8 for Millstone t' nit 3.

The proposed change to the TS would allow the licensees to inspect steam generator tubes by insertion of the ultrasonic test probe from the cold leg side of the steam generator tute.

DISCySSION Millstone Unit 3 at:d Haddam Neck utilize a steam generator tube design shaped as ac inverted "t".

These steam ceneratcr tubes treverse the steam generator from the hot let to the cold Icg side of sham generator tube sheet. Steam generator tubes are periodically subjected tc ultrasonic testing (OT) to detect flaws in the tubes. Tn? testing is accomplished by inserting a probe into the tube. At the present time. TS 4.4.5.4.a.8 and 4.10.1.D.1.h define a steam generator tube inspection as "...an inspection of the steam generator tube from the point of entry (hot leg side) completely around the U Band to the t6p support of the cold leg." The licerates have proposed that the definition of tube inspection be expsnded to also include:

'from the point of entry (hot leg or cold leg side) completely around the U-bend to the opposite tube end."

The purpose of steam generator tube inspections is to locate flaws that could potentially result in a steam generator tube rupture. The proposed change to the TS would maintain the ability of the licensee to identify steam generator tubes flaws and take preventive measures to limit the probability of a steam o m ~ r 'd e rupture. .. The proposed change to the TS does not involve a change in the test method, and retains inspection of the hot leg and U-bend sections of the tubes. Probe

- entry point (hot leg vs. cold leg) will become optional. The choice of entry side. has no adverse effect on inspection capability or results. The proposed changes to the TS also has the potential benefit of exposing more steam generator tube area to ECT examination and thus increase the probability of detecting tube flaws..

Based upon the above, we conclude that the proposed change to the TS is acce'ptable.

ENVIRONMENTAL CONSIDERATION These amendments change requirements with respect to the installation or use of facility components located within the restricted areas as defined in 10 CFR Part 20. We have determined that the amendments involves no significant increase in the amounts, and no significant change in the types, of any effluents-that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously published a proposed finding that the amendments involve no significant hazards consideration and there has been no public comment on such finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 551.22(c)(9). Pursuant to 10 CFR 551.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is. reasonable assurance that the hesith ard safety of the public will not be endangered by operation-in the proposed manner, and (2) tuch activities will be conduct.ed in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
