Nuclear Regulatory Commission BEco 93- 084 Document Control Desk Washington, DC 20555 License DPR-35 Docket 50-293 Annual Report of Changes to the BOSTON EDIS0N OVALITY ASSURANCE PROGRAM DESCRIPTION As required by 10CFR50.54(a)(3), Boston Edison submits the annual summary of changes made to the Boston Edison Quality Assurance Program Description as listed in the Boston Edison Quality Assurance Manual (BEQAM), Volume II. This report covers the period from July, 1992 through June, 1993.

We evaluated each change, summarized in Enclosure (A), to determine if any requirements contained in the previously NRC-approved QA Program Description were deleted or made less stringent. We concluded there were no reductions of commitments. 10CFR50, Appendix B, Criterion II requirements were used to conclude the revised program continues to satisfy the criteria of Appendix B.

OF THE BOSTON EDISON QA PROGRAM DESCRIPTION CHANGES (1992-1993)

QA PROGRAM CHANGE #II-271 EVALUATION #92-17 This change modifies Section 1 of BEQAM 11 as follows:

4 To incorporate several changes involving the Corporate and Nuclear Organization structure including title changes, reassignment of organizational and reporting responsibilities, and the clarification of functional responsibilities commensurate with these changes. The Corporate Management Chart was revised to depict the result of these I changes. Changes were also made to reflect the replacement of the Boston Edison Bulletin Book with the Corporate Policy Manual. A l statement requiring QAD review of procedures applicable to quality related activities was removed to eliminate confusion with the requirements for QA Program Related procedure review set forth in Section 5 of the BEQAM.

l QA PROGRAM CHANGE #II-279 EVALUATION #93-01 This change modifies Section 1 of BEQAM II as follows:

To reflect the combining of two Nuclear Organization departments and the changes to several key management titles to reflect certain re-assignments of responsibilities. Also, to revise the statement for the control of Nuclear Organization Procedures to be consistent with the requirements of Section 5 of the BEQAM.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

QA PROGRAM CHANGE #11-280 EVALUATION #93-02 This change modifies Section 2 of BEQAM II as follows:

To reflect title changes of key Nuclear Organization management positions. Also, the removal of a statement concerning an index of QA Program Related Procedures and the addition of a reference to BEQAM Section 5 regarding the control of these procedures.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

QA PROGRAM CHANGE #II-281 i EVALUATION #93-03 This change modifies Section 3 of BEQAM II as follows: j Editorial changes involving the use of acronyms for department names.

4 The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

QA PROGRAM CHANGE #11-282 EVALUATION #93-04 This change modifies the Foreword of BEQAM II as follows:

The Foreword was signed by the current Senior Vice President, Nuclear.

QA PROGRAM CHANGE #II-283 EVALUATION #93-05 This change modifies Section 6 of BEQAM II as follows:

To clearly state the intent for processing Technical Specification changes as required by 10CFR5' 90 and 10CFR50.91. The reference to a safety evaluation was removed to elimir, ate the perception of a con- l flict between 10CFR50.90/.91 and 30CFR50.59. The review and approval requirements were clarified and updated in order to be consistent with organizational and responsibility reassignment. The training requirements were broadened to be more consistent with BEQAM Section 2.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.
