- Fuel Storage Gentlemen:

Enclosed is an application for an amendment'to the Davis-Besse Nuclear Power Station (DBNPS) Unit Number 1 Operating License NPF-3,. Appendix A Technical Specifications (TS) to reflect the changes attached. The proposed changes involve TS 3/4.9.13, Refueling Operations - Spent Fuel Pool Fuel Assembly Storage, and TS 5.6, Design Features - Fuel Storage.

The proposed amendment vould revise the provisions in the TS to allow storage of new and spent fuel assemblies with an initial nominal enrichment of uranium - 235 no greater than 5.0 veight percent. The existing TS Figure 3.9-1, "Burnup versus Enrichment Curve for Davis-Besse Spent Fuel Storage Racks," which is referenced by TS  ;

3/4.9.13, limits the initial enrichment of fuel that can be stored in the spent fuel pool to 3.8 veight percent. The proposed amendment '

would revise TS Figure 3.9-1 to reflect the desired higher enrichment limitation.

The proposed amendment vould.also revise TS 5.6.1.1 to add an appropriate cross-reference to TS 3.9.13 to the description of the spent fuel storage racks, and would revise TS 5.6.1.2 to note the 5.0 l veight percent uranium - 235 limitation in the description of the new L fuel storage racks.

, Serial Number 2149 Page 2 In addition,.the proposed amendment.vould revise the TS 3/4.9.13' Surveillance Requirements to make them consistent vith the new Standard i TS for Babcock and Vilcox type plants (NUREG-1430).

It is anticipated that enrichments exceeding.the current limit vill be required for Cycle 10 (Fuel Batch 12). Toledo Edison requests that the j NRC issue this amendment by October 15, 1993, at which time _the enrichment _ vill be specified to the vendor for Fuel Batch 12. f Should you.have any questions or requite additional information, please contact Mr. Robert V.
