Subject:
Special Report - Fire Protection Alarm Reporting System
Dear Sir:
This special report is being submitted in accordance with Pilgrim Kuclear
- Power Station Technical Specification 3.12.A.b. The report is required because the Fire Protection Alarm Reporting System was declared inoperable February 27, 1990 at 1330 hours0.0154 days
0.369 hours
0.0022 weeks
5.06065e-4 months
and could not be returned to operable status .
within fourteen days. The alarm reporting system was declared inoperable when a trouble condition in the central processing unit could not be cleared.
Refer to Attachment I for details. -
During the period that the alarm reporting system was inoperable, the area alarm panels in the process plant were functional and compensatory measures ,
fire watches were in place. ,
Please do not hesitate to contact me if you have any questions regarding this subject. .

ATTACHMENT I Boston Edigvi Company Docket No. 50-293 Pilgrine Nuclear Power Station License No. DPR-35 Alarms for the various Fire Protection systems report to the Main Control Room directly to alarm master panels, and through multiplex transponders to the central processing unit (CPU) where they alarm and are automatically logged on-a printer.
The CPU and its components were determined inoperable on February 27,1990 at 1330 hours0.0154 days
0.369 hours
0.0022 weeks
5.06065e-4 months
during a system engineer's walkdown. Compensatory fire watches were instituted in those areas where the systems were affected, and a failure and Malfunction Report 90-44 was written to document the problem.
The failure of the CPU resulted in the following losses:
- The automatic logging of alarms reporting to the main control room through the CPU.
- The alarm capability in the main control room for five (5) Tech.
Spec alarm systems.
Fire Doors #90 and #814 Fusible Link.
- Recirc. MG Set Het Pipe Water Flow.
- Reactor 23' and 51' Het Pipe Water Flow.
- - Access Control Het Pipe Water Flow.
Cable Spreading Room Halon System.
During the period that the CPU end the five (5) alarm systems are inoperable, redundant master panels for the remaining plant systems continue to provide i
alarm report capability in the Control Room.
Measures taken in response to the problem were consistent with the requirements of Procedure 8.B.14, " Compensatory Measures Fire Watch" and the i requirements of Technical Specification 3.12.A b.
