DOCKET NOS. 50-266 AND 50-301 EMERGENCY PROCEDURES AND TRAINTNG STATION BLACK 0UT EVENTS POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 Your generic letter 81-04 dated February 25, 1981, discussed the NRC Staff's current assessment of station blackout events and consideration of design provisions to reduce the potential for, and consequences of, such an event. Your letter directed that, pending completion of the Staff assessment, all licensees review current plant operations to determine the capability to mitigate a station blackout event and promptly implement emergency procedures and a training program to adequately prepare their oper:: tors to act during a l
station blackout event.
Lictnsees were further directed to furnish within ninety days of receipt of your letter an assessment of existing or planned facility procedures and training programs for station blackout events.
l In a letter dated April 9, 1981, Mr. Robert W. Jurgensen, Chairman l
of the Westinghouse Owners Group, respended to your generic letter 81-04.
The l
Westinghouse Owners Group has initiated a comprehensive development program l
for emergency operating guidelines to comply with the NUREG-0737 requirements.
l These guidelines will address the issues concerning the emergency procedures and training for station blackout events as noted in your February 25, 1981 letter.
As a result of your letter, the Westinghouse Owners Group has modified its program schedule so that loss of all AC ower guidelines may be submitted i
to the NRC by September 1, 1981.
The Westinghouse Owners Group will also l
organize an informational seminar on or about October 1, 1581 to provide detailed discussioa of the developed guidehnes with utility procedures and training personnel. Wisconsin Electric personnel are planning to attend this seminar.

Mr. Harold R. Denton June 9, 1981 After receiving and studying these Westinghoese Owners Group generic guidelines, along with the other emergency operating procedures being developed as part of the integrated approach proposed by the Owners Group to fully address the concern of NUREG-0737, Item I.C.1, we will then be able to assess the station blackout event and determine what specific emergency procedures and operator training programs are necessary to mitigate the consequences of such an event at our Point Beach Nuclear Plant.
Until we have had time to study the generic information being developed by the Owners Group, we cannot accurately predict the completion date of the tasks outlined in your February 25 letter.
Ur.til that time, we shall continue to operate the Point Beach Nuclear Plant Units 1 and 2 as we have for the past ten years.
Since Point Beach is a two unit site having four separate transmission lines into the site, safety grade emergency diesels and an on-site 20 Mw Gas Turbine peaking unit, the probability of a complete station blackout event is considered very unlikely.
We believe that the systematic approach to addressing this issue as discussed above will permit a timely resolutica of these matters.
