, ENCLOSURE SUPPLEMENTAL RESPONSE TO C. E. MURPHY'S AUGUST 31, 1979, LETTER TO H. G. PARRIS REFERENCE RII:WPK 50-553/79-12 As requested in C. E. Murphy's March 25, 1980, letter, RII:WPK 50-553/80-04, this report supplements our September 24, 1979, response regarding noncompliance item 553/?9-l^-01. ._ _ _ _ _ .

Supplemental Response This additional item of noncompliance, while similar in nature to the original noncompliance item, 553/79-12-01, identified in OIE Inspection Report 50-553/79-12, is the result of a completely different set of circumstances. The original noncompliance item, identified in a TVA audit by the Office of Power Quality Assurance and Audit Staff (OPQA&AS) on July 19, 1979, was the result of an inspection plan not being availabler' However, the additional item of noncompliance resulted from Rockwell International working to Revision C of procedure N318DWP000001 when only Revision B had received TVA approval. Rockwell field personnel, who had letters of approval avaiJable for all other inspection procedures, had only verbal confirmation of acceptance on Revision C of the above procedure. This verbal confirmation was received by telephone to Rockwell International at their Canoga Park, California, office and was incorrect.

Corrective Steps Taken And Results Achieved The inspection procedure revision was submitted to TVA for approval on March 5, 1980. The procedure was reviewed and approved by TVA on March 7, 1980. Since these revisions were written for purposes of eliminating potential operator errors and for clarification, work already performed to the revisions is considered satisfactory.

Action Taken To Prevent Recurrence l Rockwell International will be notified that they will no longer be allowed to operate using procedures which have only a letter to' signify TVA approval.

All future work will be performed using inspection procedures with the proper signature affixed to indicate TVA approval. This action was initiated March 6, 1980, and will be completed before any future inspections

, are performed. Implementation will be verified by a followup audit to be conducted by OPQA&AS. The Authorized Nuclear Inservice Inspector (ANII),

required by Section XI of the ASME Code, will be notified of this change in policy. TVA will also evaluate its procedure approval process, particularly in the area of field revisions.
