Eisenhut to All Licensees of Operating Plants and Holders of Construction Permits, TVA was requested to provide confirmation that we will meet the implementation dates, provided by NRC, for item III. A.1.2 of NUREG-0737, Upgrade Emergency Support Facilities. TVA cannot meet the October 1, 1982, date ,

for having an upgraded emergency response facility operational for the l Browns Ferry Nuclear Plant. We have provided in the enclosure a schedule I date and justification for the delay.

ENCLOSURE ITEM III.A.1.2, NUREG-0737 RESPONSE TO D. G. EISENHUT'S FEBRUARY 18, 1981, LETTER TO ALL LICENSEES OF OPERATING PLANTS AND HOLDERS OF CONSTRUCTION PERMITS BROWNS FER'RY NUCLEAR PLANT On February 18, 1981, NRC staff sent TVA its position on item III. A.1.2, " Upgrade Emergency Support Facilities," of NUREG-0737 which was previously deferred. We were requested to furnish, within 45 days of issuance of NRC's letter, confirmation of the implementation dates or furnish a' proposed revised date and justification for the delay. TVA was also requested to provide the facility conceptual design description by June 1, 1981.

TVA RESPONSE TVA will provide a conceptual design description of the emergency support facilities for the Browns Ferry Nuclear Plant to NRC by June 1, 1981.

The upgraded emergency support facilities required for Browns Ferry will not meet the operational date of October 1, 1982. A preliminary schedule shows the earliest date the final equipment required for the emergency support facilities can be delivered to the site is August 1984. Major equipment which cannot be delivered to the site by October 1982 are as follows:

1. Electrical Equipment (i.e., inverters)

Preliminary delivery date: November 1982

2. Heating, Ventilation and Air Conditioning (HVAC) Equipment Preliminary delivery dat~e: January 1984 3 Computer Equipment Preliminary delivery date: May 1984
4. Data Processing System Preliminary delivery date: July 1984 The construction and installation of the equipment for the emergency support facilities must be coordinated with scheduled unit outages because of the activity involved. This also impacts the schedule. The preliminary schedule gives the estimated operational date of the upgraded emergency support facilities for Browns Ferry as January 1, 1986. Please note that these dates are preliminary estimates. A more specific schedule will be available when the conceptual design of the emergency support facility is completed.
