Swan, NRC-OIE, Region II, on August 30, 1979, for the Hartsville Nuclear Plant and on August 31, 1979, for the Phipps Band Nuclear Plant. The first interim report was submitted to you on October 1, 1979. In compliance with paragraph 50.55(e) of 10 CFR Part 50, we are enclosing the final report of the subject deficiency.
