ATTACIDfENT A ASME SECTION XI PIR!P AND VALVE TEST PROGRAM FOR THE DAVIS-BESSE NUCLEAR POWER STATION UNIT NO. 1 I. Pump Te:.cing Program The pump test program shall be conducted in hecordance with a. Subsection IWP of Section XI of the 1974 edition of the ASME Boiler and Pressure Vessel Code through Summer 1975 Addenda, except for specific relief requested in accordance with 10 CFR 50.55a(g)(5)(iii) which is identified in Attachment B. b. The period for which the pump test program is applicable is the 20 month period beginning on the date of declaration of commercial operation. Commercial operation is presently scheduled to be declared on September 1,1977. I The pump test program was develcped employing the classifi-c. cation guidslines contained in 10 CFR 50.2(v) for Quality Group A and Regulatory Guide 1.26, Revision 2 for Quality Groups B and C. (Quality Group A is the same as ASME Class 1, Group B is 2, and Group C is 3.) For the Davis-Besse Nuclear Power Station these guidelines correspond to the "Q" list criteria. Using these guidelines and IWP-1100, the pump list attached ar. Table A was developed. Table A identifies the following: i. The pump number and service it performs along with the P&ID on which it is found. ii. The following test parameters: 1. Speed

II. Valve Testing Program a. The valve test program shall be conducted in accordance with Subsection IWV of Section XI of the 1974 edition of the ASME 1 l Boiler and Pressure Vessel Code through Summer 1975 Addenda, except for spedific relief requested in accordance with 10 CFR 50.55a(g)(5)(iii) which is identified in Attachment B. b. The period for which the valve test program is applicable is the 20 month period beginning on the date of declaration of consnercial operation. Commercial operation. is presently scheduled to be declared on September 1,1977. c. The valve test program was developed employing the classifi-cation guidelines contained in 10 CFR 50.2(v) for Quality Group A and Regulatory Guide 1.26, Revision 2 for Quality Groups B and C. (Quality Group A is the same as ASME Class 1, Group B is 2, and Group C is 3.) For the Davis-Besse Nuclear Power Station these guidelines correspond to the "Q" list criteria. d. Figure 1 identifies the drawings which were used to develop the valve test program together with the number of pages contained in Tables 1, 2, 3, 4 and 5 which list the valves on that drawing. Figure 1 and these tables are contained in Attachment C. Table 1, Cycling of Category A & B Valves, identifies the following: 1. Valve Number 2. System Number (the system number' code is identified on Figure 2 contained in Attachment C) 3. ASME Code Class 4. Valve Category (all Category A valves will be leak tested at the same (or greater) frequency as scheduled refueling outages but not less than once every two years) 5. Cycling Frequency - Q = Quarterly Frequency Testing R = Shutdown of Refueling r quency Testing Full or partial testing is indicated for the Quarterly Test. Where the valves cannot be full closure tested on a quarterly basis, they are full closure tested on a refueling frequency basis. 6. Mode During Which Cycling Can Be Performed - These modes are defined as in the Davis-Besse Nuclear Power Station Unit No.1 Technical Specifications. DB-1 Page 2 of 3 t l l
\\ 7. High Radiation - No tests shall be conducted on valves where personnel would be exposed to a radiation level of 1,000 mr/hr or greater. Valves which now are indicated as l being in high radiation areas are based on design pre-dictions. Actual radiation levels will be determined during unit operation. 8. Remarks Table 2, Cycling of Check Valves, is identical to Table 1 except that it identifies the exercising testing to be performed on check valves. Table 3, Safety Valves and Relief Valves, is identical to Table 2 except that the Cycling Frequency and Modes During Which Cycling Can Be Performed columns are not included. These valves will be tested during refueling outages at a frequency as specified 'in Table IW-3510-1. Table 4, Category E Valves, is identical to Table 3. Opera-tional checks, with appropriate record entries, shall record the position of these valves before operations are performed and after operations are completed, and shall verify that each valve is locked or sealed. )? / V ATTACIDE. I B PUMP AND VALVE TEST REQUIRE?ENTS OF THE ASME CODE SECTION XI, DETERMINED TO BE IMPRACTICAL AT THE DAVIS-BESSE NUCLEAR POWER STATION UNIT NO. 1 I. Pump Testing Exceptions Service Water Pumps P3-1, P3-2, and P3-3 which are Class 3 pumps have lower bearings which are inaccessible for temperature measurement which is an exception to IWP-3100. These bearings are located below the lowest forebay level at which the station can continue operation, and are cooled by the water in the forebay. Since the forebay level is monitored, cooling to the lower bearings is assured. No additional testing is therefore planned. II. Valve Testing Exceptions Table 5 contained in Attachment C identifies the valves for which relief from the requirements of Subsection IW of Section XI of the 1974 edition of the AS?E Boiler and Pressure Vessel Code through the Suceer 1975
- Addenda, are requested in accordance with 10 CFR 50.55a(g)(5)(iii).
Table 5 identifies as a minimum the following requested information: 1. a. Valve number as given in the FSAR b. Function (system number) c. AS?E Code Class d. Valve category as defined in IW-2000 2. Column X identifies the ASME Code requirement that has been determined to be impractical for the valve. 3. Column Y identifies the basis for the squirement in column X being impractical. l 4. Column Z identifies the testing that will be performed in lieu of the AS?E Code Section XI requirements. The coding scheme for columns X and Y, are identified in Figures 3 and 4 respectively in Attachment C. At the !!ay 5,1977 meeting of the AS!!E Section XI subcommittee meeting in Nashville, Tennessee, the subcommittee voted to not require the exercising test for passive valves.
