ENCLOSURE I
REQUEST FOR ADDITIONAL INFORMATION INSERVICE INSPECTION PROGRAM Hatch 2 1.
Pressure Retaining Welds in Vessels, Vessel Nozzle Welds and Vessel Supports (Categories B-B, Item Bl.2; B-D, Item Bl.4; and B-H, Item Bl.12, Note 7. Pages 1-6 of Table 5.2-7, Ref.1)
Relief is requested for Categories B-B, B-D and B-H.
Code Category B-B requires a volmetric examination of at least'10% of the length of each longi-tudinal shell weld and meridional head weld and 5% of the length of each cir-caferential shell weld and head weld.
Code Category B-D requires a volumetric examination of 100% of the nozzle-to-vessel weld for each nozzle.
Code Category B-H requires a volmetric examination of at least 10% of the circum-ference of the vessel support skirt weld to the vessel.
The relief requested in note 7 is for partial examination of those welds which cannot' be completely examined by remote means.
If radiation levels permit, the examinations can be completed manually.
The following additional infomation is requested of Georgia Power Company (GPC):
(a) Please confirm that if radiation levels pennit manual examinations, no code relief is required.
(b) Is it known at this time whether radiation levels will permit the manual examinations? Whatbasis(relatedtoman-remexposure) is being used to make this detennination?
(c) Is it po'ssible to perfonn any of these examinatic,:ss internally?
Please discuss the degree of difficulty involved.
(d) For each weld for which relief is requested, please provide an estimate of the weld area that cannot be examined according to code requirements. Support estimate with sketches as appropriate.

Pressure Retaining Welds in Control Rod Drive Housings (Category B-0, Item Bl.18, Note 12, Pages 1-6 of Table 5.2-7, Ref.1)
Exemption is claimed for control rod drive housings based on IWB-1220(b)(1)..
The following additional infonnation is requested of GPC:
(a) Pursuant to IWB-1220(b)(1), show that under the postulated condi-tions of. loss of. coolant from the component (for which exemption is claimed) during normal reactor operation, the reactor can' be shut down and cooled down in an orderly manner assuming makeup is provided by the reactor coolant makeup system only, and the makeup system is using onsite power.
If previously discussed in submittals to NRC, document by reference.
(b) Please identify the components and lines and the nurnber of welds involved in this exemption.

Pressure Retaining Welds in Piping (Category B-J. Item B4.5. Note 8, Pages 1-6 of Table 5.2-7, Ref.1)
Code relief is requested as some examinations are limited due, to geometric configuration or accessibility.
Identification of the welds is not made.
The following additional informat. ion is requested of GPC:
(a) T.able Q 121.16-1 (Amendment 44, 5/78, Ref.1) identifies Category B-J welds which could not be completely examined during preservice in-spection. Does this table list all of the Category B-J welds for which code relief is requested for the Inservice Inspection Pro-gram?
(b) If not, please identify the additional welds for which code relief is requested.
(c) What supplemental examinations will be perfonned?

Support Members for Piping, Valves and Purnps (Category B-K-1 Items B4.9 and B5.4; Note 14, Pages 1-6 of Table-5.2-7, Ref.1)

Code relief is requested for integrally-welded support attachments. The welds are described in Table Q 121.20-1 (Amendment 44, 5/78 Ref. 1).

Code relief is requested of a visual examination of the pump internal pressure boundary,in Table 5.2-7; however, the note 10 statement is in com ~
pliance with the code.
If note 10 is incorrect and code relief is necessary, the following additional infomation is requested of GPC:
(a) What is the technical justification for code relief?
(b)
Has ultrasonic wall thickness measurement been considered as an alternate examination method?

(c) What are the manufacturer's reconnendations regarding the dis-assembly of the pumps for regular maintenance?
(d)
Based on the industry experience with the pumps, what is the likelihood that the HNP #2 plant will operate ten years with3ut at least one ptsnp being disassembled for maintena,nce?

Pressure Retaining Welds in Pressure Vessels (Category C-A, Item C1.1, Note 2, Pages 1-3 of Table 5.2-8, Ref.1)
Code relief is requested from examining 40 percent of a circisnferential weld in the residual heat removal heat exchangers.
The following additional infomation is requested of GPC:

(a) Please explain why the weld for which code relief is requested cannot be examined volumetrically, yet it is possible to per-fonn a full surface examination of the weld. This is not evident in Isometric 18 Figure Q 121.17,5 (1/78).

We are evaluating code relief requests and code exemptions that are. listed in references 1, 2 and 3.
Additionally, in reference I we have only reviewed Sections 5.2 and Q 121.
(a) Art all of the code relief requests that Georgia Power Company currently has in effect for HNP-2 included in the above documents which we have reviewed? If not, please advise by reference. Also,
.any code exemptions that are to be used must be reviewed.
In the above references we have found only one reference to code exemptions for Class 1 and 2 components (Item 2, above).
See (c) below.
(b) Under the change in Regulation 10 CFR 50.55a effective November 1, 1979, the ISI Program, when finally approved, will cover the
, entire current 10-year inspection interval, i.e., from September 5,
.1979 to September 5,,1989 for HNP-2. Does this result in any changes GPC wishes to make in the relief requests? Does GPC require other ISI relief?
(c) Based on references 1 and 2 we are reviewing the HNPa2 ISI Program

in accordance with compliance to 1974 ASME Section XI Code with Addenda through Sumer 1975.
This edition of the Code allowed exemptions under IWC-1220(c)
(chemistry control) and IWC-1220(a) (low operating pressure and temperature) which have been deleted from later editions of the Code.
If components in the RHR, ECCS or containment heat removal systems have been exempted under IWC-1220(a) or (c), we will require that a representative sample of these components be exam.ined.

Note 9 of Table 5.2-7 (Ref.1) reads:
"A surface examination, instead of a volunetric examination, will be made due to metallurgical properties

of the valves." Please advise where this applies.
If this is a code relief request please clarify and give additional technical justification.
