This letter is to transmit editorial revisions (Rev. 3) to the Inservice Inspection Program for the Davis-Besse Nuclear Power Station Unit No. 1.

The program was submitted by letter on May 15, 1980 (Serial No. 616), and revised on December 15, 1980 (Serial No. 671) and March 20, 1981 (Serial No. 702). Five (5) copies of Revision 3 to the Inservice Inspection Program are attached.

The changes made in this revision, document the discussions held with NRC reviewers at your offices on February 3, 1982. As discussed at the review meeting, the update changes to the program are solely editorial.

Because they reflect the as-built conditions (based upon the reviews performed under I&E Bulletins 79-17 and 79-14) a complete new submittal is.

not required.

Additionally, the Toledo Edison Company is adding the volumetric weld inspection indicated below to the Inservice Inspection Program. To allow for these additions, credit will be taken for those welds volumetrically examined under I&E Bulletin 79-17.

a.

Core Flood System - include in the program four welds volumetrically examined under I&E Bulletin 79-17.

b.

High Pressure Injection System - add five welds that were volumetrically examined under I&E Bulletin 79-17 and delete five welds that were scheduled for surface examination.

c.

Decay Heat System - add additional welds to be volumetrically examined to increase the total number of welds to be examined during this interval to twenty.

Credit to be taken for those welds examined under I&E Bulletin 79-17.

• The Summary of Revisions included reflect the Revision 3 editorial changes and the revised Weld and Support Inspection Program tables (Class 3, III-33.1 through III-33.18 are included for information only).

Where examination requirements or acceptance standards in the 1977 Edition through Summer 1978 Addenda of.Section XI of the Boiler and Pressure Vessel Code are listed as, "In course of preparation, " Toledo Edison will refer to Section III or Section V, as applicable, for the requirements or standards. Additionally, Toledo Edison will conduct all examinations in accordance with the requirements stated in Subsection IWA-2000 of the 1977 Edition through Summer 1978 Addenda of Section XI.

Any additions that become necessary, due to modifications and changes to this program during the course of the remainder of the 120 month interval, which do not meet the code testing requirements will be implemented as needed. NRC notification will follow these changes.

Based on the meeting of February 3, 1982, Toledo Edison considers all issues concerning the DB-1 Inservice Inspection Program resolved.

Expeditious approval of this program is required to allow implementation for the refueling outage scheduled to commence on February 26, 1982.
