Mr. John Stolz, Chief Operating Reactors Branch No. 4 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C.

20555 NRC DOCKERS 50-321, 50-366 OPERATItG LICENSES DPR-57, NPF-5 EDRIN I. HA'ICH NUCLEAR PIAVf UNITS 1, 2 UPGRADI?C OF INSEINICE INSPECTION / INSERVICE TESfItE PROGRN4S Gentlemen:

Georgia Power Company (GPC) has proposed issuing revised ISI/IST programs to the NRC by January 5,1983 for Plr ;. Hatch Units 1 and 2.

This revision voluntarily updates the programs to che 1980 Edition of the ASME Section XI Code with Addenda through Winter 1980.

GPC has requested that the Southern Company Services (SCSI)

ISI Group prepare the program submittals for the two units.

We hereby notify you that these voluntary subnittals will be delayed until August 1, 1983, for the reasons discussed below.

The present Plant Hatch Unit 1 maintenance / refueling outage has required extensive nondestructive examination and engineering support from the SCSI ISI Group due to the detection of suspected intergranular stress corrosion cracking in Recirculation and RHR systems piping.

As a result, personnel who otherwise would have been able to prepare the program subnittals have been heavily involved with outage activities at Plant Hatch Unit 1.

In addition, an upgrade to the 1980 Edition of the Section XI Code requires an extensive rewrite of the programs due to significant changes in the code from that currently being used.

Delaying the subnittal date until August 1, 1983, will provide SCSI and GPC the opportunity to thoroughly review the programs and prepare the best possible documents.

Should you have any questions in this regard, please contact this office.

Sincerely yours, 8301170231 830107
