By letters dated August 3 and September 21, 1 978, respectively, you submitted proposed inservice inspection programs for the Edwin I.

Hatch Nuclear Plant Units 1 and 2.

In subsequent correspondence, you submitted revisions to these programs add /or requested relief, pursuant to 10 CFR 50.55af 9) from the inspection requirements of Section IX of the American Society of flechanical Engineers Boller and Pressure Vessel Code (the. Code). This correspondence consisted of letters dated January 24,1979, June 6,1979 January 27, 1981,

and November 10, 1981 for Hatch Unit 1; letters dated liay 1,1980 and No o ber 18, 1981 for Hatch Unit 2; and letters dated March 2, 1982 and June 11, 1982 for both Units 1 and z.

We have completed our review of these submittals and have dilineated in the enclosed Safety Evaluation (Enclosure 1) our detemination with respect to each of the items for which you requested relief.

We have granted relief as requested from all except two items:

1.

Relief from Item B.4.5 of IWB-2600 which was requested for Unit 1 only was granted provided that the first weld outside the penetration is volumetrically examined.

2.

Relief from IWC.2520(a) for Class 2 components that are exempted under IWC-1220(a) was not granted.

As stated in the Safety Evaluation, for those items for which relief has been granted, we have detemined, pursuant to 10 CFR 50.55a(g)(6)

(1), that Code requirements are impractical, the granting of relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public. interest considering the burden that could result if they were imposed at your facility.

Section 50.55a(g) of 10 CFR Part 50 requires that your program be revised at 120-month intervals with the start of commercial operation 8308090155 830729

The start dates of the next intervals for your facility are May 5,1986 for Unit I and September 5,1989 for Unit 2, and your inservice inspection and testing program for each Unit must be based on the edition and addenda of the Code incorporated by 10 CFR 50.55a(g) 12 months prior to the start date for that Unit. Any changes to your Technical Specifications are required to be submitted at least six months prior to the beginning of a 120-month interval, and it is requested that any request for relief from Code requirements be provided on the same schedule. Our review of your relief requests for your next intervals will be conducted on a schedule based on the program-Until that time, you should revision requirements for your facility.

follow the inservice inspection programs proposed by your letters dated 21, 1978, modified as described herein and by August 3 and September any further relief granted or additional testing imposed during the remainder of the period. Any relief from Code requirements granted herein expires on May 5,1986 for Unit 1 and on September 5,1989 for Unit 2.

A copy of the related Notice of Granting of Relief is also enclosed (Enclosure 2).
