Dear Sir:

Inspection Report No. 78-25 dated November 28, 1978 contained one item of noncompliance. Contained herein is Boston Edison Company's response to the infraction.

INFRACTION Technical Specification 6.8.A states in part: " Written procedures...shall be established, implemented..."

Procedure 8.A.9, Revision 0 dated October 24, 1978, " Weekly Turbine Tests,"

states in part A.9.A, "... turbine control valves will not be tested when unit load is greater than 70%..."

Contrary to the above, Procedure 8.A.9 was not followed en October 30, 1978 in that turbine control valves were tested at 70%, at 75%, and an attempt was made to test the valves at 80% unit load without utilization of the prescribed methods for effecting changes to procedures.

RESPONSE

The Chief Operating Engineer issued a memorandum to all Watch Engineers, re-emphasizing the responsibility of the Watch Engineer to check all instructions against normal operating procedures, and, if a change in the procedure is required to accomplish the instructions, then an SRO change to the procedure must be generated.
