(REFERENCE RII:WPK This report responds to the following Notice of Violation described in50-553/79-0 Appendix A of IE Inspection Report RII:WPX This is the final report on these infractions.

Noncompliance Item - Infraction - 553-79-07-02 and 554-79-07-02.

BCriterionVandimplemen[edby A. As required by 100FR50 Appendir d

Phipps Bend PSAR Paragraph 17.1A.5, Phipps Bend Construction activities affect in accordance with those procedures.

Engineering Procedure CEP-12.01 " Control of Measuring and Test Equipment" requires equipment past due for calibration not to be used and to be so tagged.

in weld material issue station Contrary to the above, on June 27, 1979, No.1 an electrode holding oven was in operation with its thermometer past the calibraion due date and an electrode baking oven past the calibration due date not properly tagged.

This is an infraction.

2. CorrectiveStepsTakentoAvoidFurtherNof[ompliance Quality Control Welding personnel operati the weld material issue stations have been required to con irm complete knowledge of CEP 12.01, " Control of Measuring and est Equipment."

Emphasis has been placed on the necessity of their continually monitoring oven thermometer recalibration due dates. They have been instructed to discontinue use of each electrode oven before the arrival of its recalibration due date and to tag that oven "Out of Calibration - Do Not Use."

3. Date When Full Compliance was Achieved Full compliance was achieved on June 29, 1979.

Noncompliance Item - Deficiency - 553-79-07-03 and 554-79-07-03 B. As required by 10CFR50 Appendix B, Criterion IX and implemented 1y Phipps Bend PSAR Paragraph 17.1A.9, measures shall be established to assure that special processes including welding be accomplished using qualified procedures in accordance with applicable codes.

Paragraph QW-201.1 of ASME Section IX requires that Welding Pro-cederes Specifications must list specific facts involved in qualifying a weld procedure specification.

Contrary to the above, on June 28, 1979, the code required spe.cific fact, (nonessential variable), " width, frequency, or dwell time of oscillation" was not addressed in Welding Procedure. Specifications for the Gas Tungsten Arc and Gas Metal Arc Welding Processes.

This is a deficiency.

Response

1. Corrective Steps Taken and Results Achieved The referenced nonessential variable QW410.7 of ASME Section IX,

" width, frequency, or dwell time of oscillation" exists for welding in which machine controls this variable. Please refer to ASME Section IX and AWS A3.0 for definition of these terms. However, to avoid conflict, we have amended the TVA General Construction Procedure Specification, G-29, to allow no oscillation unless specified for automatic welding.

2. Co_rective Steps Taken to Avoid Further Noncompliance The above changes to G-29 should prevent future misunderstandings on this item.
