FPL Letter L-2017-062 to NRG, dated March 30, 2017, Turkey Point Units 3 and 4 Subsequent License Renewal Notification In accordance with Reference 1, Florida Power & Light Company hereby notifies the Nuclear Regulatory Commission (NRG) that it intends to submit a Subsequent License Renewal Application (SLRA) for the Operating Licenses for Turkey Point Nuclear Generating (Turkey Point) Units 3 and 4 by the end of year 2017.

This letter supersedes in their entirety Florida Power & Light Company's previous NRG notifications (Ref. 2 and Ref. 3). Florida Power & Light Company requests that the Ref.

2 and Ref. 3 letters be returned to Florida Power & Light Company under the provisions of 10 CFR 2.390(c).

This notice is being submitted voluntarily to allow the NRG to plan more accurately and to budget agency resources accordingly. However, the fact that Florida Power & Light Company plans to submit the SLRA, as well as the projected schedule of its l}o8f

/V FPL submitted the Subsequent License Renewal Application on January 30, 2018 (ADAMS Package Accession No. ML18037A812) therefore, it is no longer necessary to withhold as proprietary.

Confidential Information Submitted Under 10 CFR 2.390 Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 L-2017-097 Page 2 submission, are both considered to be proprietary to Florida Power & Light Company.

Accordingly, Florida Power & Light Company respectfully requests that this information be withheld from public disclosure and that any future NRC publicly-disclosed information identify the respective application as an "Unnamed Plant," and not identify Florida Power & Light Company as the applicant. In accordance with 10 CFR 2.390(b), contains an affidavit pursuant to 10 CFR 2.390 providing the basis for withholding this information from public disclosure.

Further, pursuant to 10 CFR 2.390 and 10 CFR 9.17(a)(4 ), Florida Power & Light Company requests that this letter and the accompanying affidavit be withheld from

'public disclosure because they contain confidential "commercial or financial information," the release of which would be harmful to the economic interests of Florida Power & Light Company. A redacted version of this notification letter, suitable for public disclosure, is provided in Enclosure 2. If the NRC receives a request for disclosure of this information from any source, whether by an individual or by a government agency, or if the NRC is otherwise unable to honor Florida Power & Light Company's application for withholding sensitive information, then we respectfully request that the NRC notify Florida Power & Light Company in advance of any possible public disclosure in order to provide us the opportunity to consider withdrawing this letter, pursuant to 10 CFR 2.390(c).

1. I have reviewed the information contained in letter L-2017-097 and this affidavit that is sought to be withheld, and am authorized to execute this affidavit on behalf of Florida Power & Light Company.
2. The information sought to be withheld is information on an intended subsequent license renewal application (SLRA) for Turkey Point Nuclear Generating Units 3 and 4.
3. This intended SLRA information is being provided voluntarily by Florida Power &

Light Company solely for the NRC's planning and budgeting purposes.

4. This information constitutes proprietary commercial and financial information that should be held in confidence by the NRC under 10 CFR 2.390(a)(4) and 10 CFR 9.17(a)(4), because:
a. This information is and has been held in confidence by Florida Power & Light Company;
b. This information is being transmitted voluntarily to the NRC in confidence, in accordance with RIS 2009-06;
c. This information is being provided to the NRC in confidence with the expectation of non-disclosure;
d. This information is not available in public sources and cannot be gathered readily from other publicly-available information; and
e. Public disclosure of this information would create substantial harm to Florida Power & Light Company by prematurely making public Florida Power & Light Company's intent to submit an SLRA, thereby making information regarding Florida Power & Light Company's commercial strategies available to parties whose commercial or other interests may be adverse to those of Florida Power & Light Company. In addition, public disclosure of this information would create harm to Florida Power & Light Company regarding: i) the financial implications of its long-range resource planning, such as transmission and/or pipeline needs, and; ii) its interface with state and local government agencies, and with the general public, regarding on-going discussions and proceedings involving site utilization if this information is
