ADDITIONAL INFORMATION - PRC REVIEW PROCESS Consumers Power Company responded to an IE Inspect-ion Report open item concerning Plant Review Committee (PRC) reviews by ballot on February 21,. 1984 via our Palisade~ d~ckei (reference NRC Inspection Report 83~24, dated October 20, 1983). Technical Specification Change requests for both our Palisades and Big Rock Point Plants were submitted August 6, 1984. On September 19~ 1984, representatives .of our respective staffs met to-discuss the proposed Technical Specifications reflecting changes to the PRC review process. The NRC summary of meeting minutes dated September 28, 1984 indicated "the staff believes that it will be able to grant the proposal for
- PRC approval via a routing process."
- On November 2, 1984, members of your staff by conference call requested additional information regarding our proposed change requests. The following is provided in response to that request.
NRC Comment How does Consumers Power Company provide for an overview of the PRC routing system? As an example, PRC could periodically review samples of routed procedures in meetings to determine the effectiveness of their review.
Response
It should first be noted that-the Plant General Manager or Plant Super-intendent maintains overall responsibility for the safe operation of the plant. The PRC serves as an advisory body to the General Manager/
Superintendent.
The adequacy of PRC routing review is assessed by several independent means but it is primarily the responsibility of the Plant General Manager/

Director, Nuclear Reactor Regulation 2 Big Rock Point and Palisades Plants PRC Review November 5, 1984 assures that all comments on routed documents are resolved or if he considers the document to need additional review, either reroutes the document or presents it during the next PRC meeting for discussion and resolution.
The Quality Assurance Department independently reviews all documents reviewed by PRC to assure compliance with the QA program requirements. These require-ments include administrative controls associated with the PRC functions. QA also conducts yearly audits of the PRC functions to ensure compliance with the Technical Specifications, Nuclear Operations Department Standards and Plant Administrative Procedures.
An independent overview is provided by the Nuclear Safety Board which is responsible for maintaining a continuing examination of nuclear safety-related corporate and plant activities, and maintain cognizance of PRC activities through representative attendance at scheduled PRC meetings. The NSB also reviews safety evaluations completed under the provisions of 10 CFR 50.59.
These' _activities provide an overall assessment of the adequacy of our PRC review functions. We consider these overview activities diverse and indepen-dent and provide the assurance necessary to conclude the PRC review process is critically analyzed.
