TECHNICAL SPECIFICATION CHANGE REQUEST - INTEGRATED LEAKAGE RATE TESTS (ILRT)
Enclosed is a request for change to the Palisades Technical Specification 4.5.1. This change request revises the specific requirements in 4.5.1 with a general statement that states. the Integrated Leak Rate Test (ILRT) will meet the 10 CFR 50, Appendix J, Type A test requirements or approved exemptions. A minor correction in the basis is also requested.
This change is consistent with the programmatic changes being proposed in the Technical Specifications Improvement Project and provides the option, consistent with 10 CFR 50, Appendix J, to complete an ILRT at full containment accident pressure as opposed to a half pressure test as now is required in the Technical Specifications.
An ILRT is planned to take place in January 1991 near the end of the upcoming refueling~outage. It is requested that this change be approved within that time and that the amendment be made immediately effective upon issuance.
