TECHNICAL SPECIFICATION CHANGE REQUEST - SAFETY INJECTION TANK MINIMUM LEVEL (TAC NO 76806)

Enclosed is a proposed change to the Palisades Technical Specification 3.3.1.b that will reduce the required minimum boron solution level in the safety injection tanks from 186 inches (55.5%) to 174 inches (52%).

Current Plant surveillance procedures require that the safety injection tanks be periodically checked to ensure that they contain the correct boron concentration. In order to obtain a representative sample of the tank contents, a significant amount of water must be drained from the tank being tested. Because of the amount of water being drained from the tank, the possibility exists that the tank will be declared inoperable due to low level. Once a tank is declared inoperable, Plant technical specification 3.3.2 requires that the tank be restored to operable status within one hour or the reactor must be . placed in hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. The time constraints associated with specification 3.3.2 place an unnecessary burden on the plant staff.

The proposed 'change to specification 3. 3. 1. b will increase the allowable operating band of the safety, inj~ction tanks and will decrease the likelihood of violating specification 3.3.2.
