INSPECTION REPORT 255/90008; RESPONSE TO COMMITMENT OVERSIGHT ISSUE Nuclear Regulatory Cotr tission Inspection Report 255/90008 documented the results of an examination of corrective actions taken in response to previous '

inspection findings. During this inspection it was identified that the video verification of steam generator tube sheets which we stated would be ,

performed in our letter dated February 16, 1989 had not been completely implemented. The engineering basis for not performing a 100% video scan of the cold leg tube sheets was provided in our letter dated February 9,1990, and as stated in the Inspection Report, is adequate. A response was requested to the oversight issue associated with altering this. commitment without informing the NRC.  !

We have performed a review of the circumstances which surrounded our decision not to perform a 100% video scan verification of the cold leg steam generator tube sheets. Although this review confirmed the decision not to perform the video verification was a prudent management decision, it also determined that thin decision did not strictly satisfy our original commitment. We have made an effort during tecent months to increase our dialogue with the NRC on

cotmnitment related issues, and we are in the process of developing a commitment management seminar to site Licensing personnel who are directly involved in the commitment management process. It is expected that thin i seminar training vill be complete prior to October 1, 1990.
