Dear Sir or Madam:

In accordance with 10 CFR 50, Appendix E, Carolina Power & Light Company hereby transmits one copy of Revision 31 to the Shearon Harris Nuclear Power Plant Emergency Plan (PLP-201).

This revision replaces all pages of the previous revision, except for the drawings and aperture cards.

The changes incorporated by Revision 31 to the Emergency Plan include the following five (5) categories:

1. ERO Position Related - The description of responsibilities for the majority of the positions were minimized. The Emergency Response Organization (ERO) Organization Charts were modified to show slight changes in chain-of-command.
2. Protective Actions - These changes were made to more accurately reflect the guidance provided in EPA-400.

Recovery - These changes involve a complete rewrite of the recovery section.

General Information - These changes add or delete general information such as numbers of NRC personnel reporting to the EOF, agreement expiration dates, and so forth.

5. Clerical - These changes involve revisions to titles, references, or clerical changes to Table of Contents, and so forth.

A description of each change is included in the enclosure to this letter. The changes are listed by number in the order that the change occurs in the Emergency Plan. The enclosure provides a list of the changes grouped numerically into the five categories listed above.

1. Pages 2-9, Table of Contents, These were updated to reflect changes made in this List of Figures and List of Tables revision.

Pages 24-35, Sect. 2.4, This Section was completely rewritten and Assignment of Responsibilities reformatted. The various positions in the ERO were sorted by emergency facility and chain-of-command. This was a more logical sequence of presentation which now parallels Tables 2.2-1 and 2.4-1. In addition, detailed descriptions of the duties of the positions were deleted with a few exceptions (such as, Site Emergency Coordinator and Emergency Response Manager). The detailed descriptions of responsibilities were better placed in the implementing procedures actually used by the ERO members. For the majority of the positions a brief description of location, who they report to and primary responsibilities has been substituted.

3. Page 39, Figure 2.2-1 The following changes were made to this table:

The position of Asst. Radiation Control Director (RCD) was deleted due to the addition in the TSC of display systems and a PC for the RCD's use.

2. The position of TSC Computer Support was renamed TSC Telecom/Computer Support and now reports to the Communications Director rather than to the Technical Analysis Director.
4. Page 40, Figure 2.4-1 The following changes were made to this table:
1. The News Coordinator now reports to the ERM, rather than the Communications Manager, and coordinates activities with the Site Media Manager (when that position is active).
2. The Emergency Communicator-Corp.

Comm./JIC now reports to the News Coordinator rather than to the Communications Manager.

3. The EOF Senior Reactor Operator now reports to the ERM rather than to the Technical Analysis Manager.
4. The EOF ERFIS Operator now reports to the EOF SRO rather than to the Technical Analysis Manager.
5. The JIC Director position no longer acts an intermediary for the Company Spokesperson. The table now reflects this change.
5. Page 44, Step 3.5.1.b. "...including 10 NRC personnel." was changed to

"...including 14 NRC personnel." to more accurately reflect the size of the NRC Site Response Team.

6. Page 57, Sect. 4.5.1 This section on Protective Action Guides (PAGs) was completely rewritten to more closely match the intent of guidance provided in EPA-400-R-92-001.
7. Page 57, Sect. 4.5.2 This section on Protective Action Recommendations (PARs) was completely rewritten to more closely match the intent of guidance provided in EPA-400-R-92-001.
8. Page 58, Sect. 4.5.3 This is a new Section. The "old" Section 4.5.3 was renumbered 4.5.4.

. 9. Page 72, Table 4.5-1 This table was deleted since the information is now contained in 4.5.1.1.

10. Pages 86-90, Sects.6.1-6.4 These sections on Recovery were completely rewritten.
11. Page 93, Figure 6.2-1 This Figure of the Recovery Organization was deleted since the new organization chart was incorporated into Section 6.3.
12. Page 94, Item 7.0.16 "Old" Item 16, IE Notice No. 83-28, was deleted as no longer necessary.
13. Page 95, Annex A, Item 3 "Expires 02-01 No Reconfirmation Necessary" was updated to "01-29-97, Expires 01-31-02."
14. Pages 110-115, Annex D The NUREG-0654 cross reference was updated to reflect the rewrite of Section 2.0.
15. Page 116, Annex E The Title of PEP-440 was changed from "Tone Alert radios" to "Public Alerting and Notification System".
