On March 23, 1995, Carolina Power 8c Light Company(CPAL) submitted the Shearon Harris Nuclear Power Plant (SHNPP) response to an NRC staff letter dated December 23, 1994 regarding NRC Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers." In the response to Sections 1.a(9) and 1.c, regarding Thermo-Lag materials and mechanical properties, CP8cL committed to provide an update on the review process and our approach to resolving concerns with mechanical properties of the Thermo-Lag fire barriers. That update is provided below.

CP&L's approach to resolving concerns with Thermo-Lag mechanical properties utilizes two options. The option used is dependent upon the specific installed configuration and its potential interaction with safety related equipment.

The first option involves conducting a field walkdown of installed configurations.

During this walkdown, Thermo-Lag installation interactions with safety-related equipment are identified. Thermo-Lag installations identified as having no interaction with safety related equipment (in accordance with Regulatory Guide 1.29, Seismic Design Classification) will be accepted as-is. This determination, and its basis, will be O documented in an engineering evaluation. Based on walkdowns conducted to date, a

tXt D Configurations within this category will be subjected to seismic shake tests which meet Y)D Oa I the requirements of IEEE-344, 1975, IEEE Recommeded Practices for Seismic NCC O Qualification of Class 1E Equipment for Nuclear Power Generating Stations. Based upon an initial review of available pertinent industry documentation (e.g., TVA Seismic Test Report) and scoping walkdowns conducted to date, CPEcL expects that the planned testing will provide the bases for acceptance of the remaining Thermo-Lag installations at SHNPP. In the event that seismic qualification of the existing configuration is not confirmed based on the seismic test results, the existing Thermo-Lag configurations will be modified to achieve seismic qualification or protective barriers will be erected.

As stated in our letter of March 23, 1995, completion of the overall Thermo-Lag issue will be accomplished by the end of Refueling Outage No.7. Refueling Outage No.7 is currently scheduled to commence in March 1997. The seismic qualification investigation described above will be incorporated into the overall Thermo-Lag resolution effort in a ma'nner that will maintain this committed schedule.
