SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 - DRAFT REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST TO ADOPT EMERGENCY ACTION LEVEL SCHEME PURSUANT TO NEI 99-01 REV 6 (TAC NOS. MF6057 AND MF6058)

Dear Mr. Jennings:

By letter dated March 19, 2015 (Agencywide Document Access and Management System (ADAMS) Accession No. ML15091A657), Susquehanna Nuclear, LLC (Susquehanna), submitted a license amendment request for review and approval for the Susquehanna Steam Electric Station (SSES) Units 1 and 2. The proposed amendment involves revising the SSES Emergency Plan to adopt the Nuclear Energy Institutes (NEI) revised Emergency Action Level (EAL) scheme described in NEI 99-01, Revision 6, Development of Emergency Action Levels for Non-Passive Reactors.

The NRC staff has reviewed the information submitted by the licensee, and based on this review, determined additional information is required to complete the assessment of the license amendment request. Please find attached a DRAFT copy of the NRC staffs additional information request. These DRAFT RAIs are being sent to you to ensure that the questions are understandable, the regulatory basis for the questions are clear, and to determine if the information was previously docketed. Please notify me by Friday, August 21, 2015, if you desire to hold a teleconference to discuss the questions. The NRC staff will request a response to the RAIs within 30 days of the formal NRC RAI transmittal letter.
