DAILY STAFF NOTES REGION I November 3, 2008 On October 31, 2008, the Region I lead inspector for the Oyster Creek License Renewal Commitments Inspection was informed by Amergen that a pinhole carbuncle in one of the ten sand bed bays (drywell external), on the epoxy coating of the drywell steel liner, had been identified during a routine coating inspection. The pinhole carbuncle was described as a small blister, soft to the touch with a "bleed through" 6 inches long tear drop shaped surface stain, brownish in color, and dry to the touch. On November 2, the inspector entered the affected bay and an adjacent bay to independently assess the as found conditions. He observed a pinhole carbuncle about 1/4 inch in diameter, with evidence of a brownish stain line 6 inches long. He also observed 2 other smaller carbuncles in the same area, with evidence of discoloration, but no bleed through (no brownish stain). A repair work order is being prepared and repairs are scheduled to start on Nov. 4. Today, AmerGen will brief the NRC staff on the repair process, the cause determination approach, and extent of conditions for the other nine sand bed bays. This appears to be the only bay with any evident of blistering, based on tentative results of the coatings inspection process conducted by AmerGen.
