4) In general, what are the advantages of not having a local CAB?

There are no advantages of not having a CAB. Again, several news reporters articles emailed 10/4 to Bruce Watson, NRC, detailed them.

5) In general, what are the disadvantages of not having a local CAB?

No voice by the public who dollars contributed the trust fund. The diadvantage is the public interest will not be heard. The will be no public communication and education.
