[External_Sender] RE: Oyster Creek Nuclear Generating Station - ISFSI-only Technical Specifications Date: Wednesday, May 12, 2021 9:23:03 AM Attachments: image001.png Good Morning Zahira, On March 16th, Holtec Decommissioning International (HDI) submitted License Amendment Request (LAR) to revise Oyster Creek Nuclear Generating Station Permanently Defueled Technical Specifications to the NRC.

The proposed amendment would revise the Facility License (FL) and the associated Technical Specifications (TS) to reflect removal of all spent fuel from the spent fuel pool to dry cask storage on the Independent Spent Fuel Storage Installation (ISFSI) pad. Per the revised HDI schedule, all spent fuel will be transferred to the dry storage cask by June 2021. In support of this condition, revisions to both the Facility License and the Technical Specifications are required for any facility with all spent nuclear fuel in dry storage casks on an ISFSI. The proposed amendment is consistent with similar NRC approved amendments issued for other decommissioning power plants.

The New Jersey Bureau of Nuclear Engineering has reviewed the LAR and has no comments.

The U.S. Nuclear Regulatory Commission plans to issue an Amendment to Renewed Facility Operating License (RFOL) No. DPR-16 for Oyster Creek Nuclear Generating Station (Oyster Creek) by the end of June 2021, in response to the Holtec Decommissioning International application dated March 16, 2021 (ADAMS Accession No. ML21075A337).

The proposed amendment would revise the RFOL and the associated Technical Specifications to Permanently Defueled Technical Specifications (PDTS) to reflect the permanently shutdown status of the decommissioning facility, as well as the reduced scope of structures, systems, and components necessary to ensure plant safety once all spent fuel has been permanently moved to the Oyster Creek ISFSI, an activity which is currently scheduled for completion in Summer 2021.
