BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 REQUEST FOR SCHEDULE REGARDING ANALYSIS FOR STEAM DRYERS ON EXTENDED POWER UPRATE AMENDMENT REQUESTS (TAC NOS. MC3812, MC3743, AND MC3744) (TS-431 AND TS-418)

Dear Mr. Singer:

This letter requests schedule information regarding the steam dryer stress analysis report in support of the ongoing extended power uprate (EPU) amendment request review. By letters dated June 25 and 28, 2004, Tennessee Valley Authority (TVA) submitted amendment requests for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendments would change the BFN operating licenses to increase the maximum authorized power level by approximately 20 percent above the current maximum authorized power level for Unit 1, and approximately 15 percent for Units 2 and 3.

In support of the EPU review, TVA provided the General Electric scale model test report, the Continuum Dynamics Incorporated - CDI - load definition benchmarking report, and the unmodified steam dryer stress report. These reports were provided in letters dated March 9, April 13, and May 5, 2006, which were intended to demonstrate that the structural integrity of the steam dryers would not be challenged under EPU conditions.

In correspondence between June 23, 2006, and October 3, 2006, TVA provided addendums to the BFN steam dryer stress analysis report, representing revised analyses and planned steam dryer modifications. The NRC staff reviewed the information provided. From these analysis results, the NRC staff concluded that the submittals did not provide an adequate technical basis to enable the NRC staff to find the applications acceptable.

On October 10, 2006, TVA presented its plans to address the NRC staffs concerns regarding the structural integrity of the steam dryers. In the October 10, 2006, meeting, and during subsequent informal conversations, TVA indicated that a revised stress analysis report, incorporating an analysis of actual operating data from BFN Unit 2, would be submitted for NRC staff review by November 27, 2006. Based on this submittal date, the NRC staff had developed a review schedule that would support your requested need date of spring 2007. In a public meeting on November 29, 2006, TVA indicated that this submittal would be delayed.

K. W. Singer TVA did not provide a revised schedule for submitting this information. When the revised schedule is available, the NRC staff will reestablish our review schedule of your proposed EPU amendment request.
