Florida Power & Light Company Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Revision 15 to the Physical Security Plan In accordance with 10 CFR 50.4(b)(4), "Security plan and related submissions," and 10 CFR 50.54(p)(2), "Conditions of licenses," Florida Power & Light Company (FPL), the licensee for Turkey Point Nuclear Plant, Units 3 and 4, hereby submits Revision 15 to the "Florida Power &

Light Turkey Point Nuclear Plant Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program", collectively the PSP. Note that the PSP title has changed from the PSP title in License Condition 3.E of Renewed Facility Operating Licenses DPR-31 and DPR-41 for Units 3 and 4, respectively. FPL is planning to submit a license amendment request for administrative changes and will include the title change in the application.

Revision 15 incorporates changes resulting from incorporation of NEI 03-12, Revision 7 template language and subsequent Security frequently asked questions that have been reviewed and approved by the NRC. In addition, Revision 15 reflects several minor administrative items and clarifications. The effective date of Revision 15 will be no later than August 3, 2012.

The enclosures to this letter are the FPL Turkey Point Units 3 and 4 PSP, Revision 15 (Enclosure

1) which is safeguards information, and a change synopsis (Enclosure 2). FPL requests that be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1) because the information contained therein is security-related.
