T. E. Conlon, Section Chief, RC&ES Branch Dfite Signed SUMMARY Inspection on October 16-19, 1979 Areas Inspected This routine, unannounced inspection involved 28 inspector-hours on-site in the areas of general construction, structural concrete and structural backfill.
Results Of the three areas inspected, no items of noncompliance or deviations were identified in one area; one item of noncompliance was found in two areas (Infrac-tion-Calibration of soils and concrete aggregate test sieves paragraph 5).

Calibration controls on concrete and soils laboratory testing equipment Examination of calibration controls at the soils and concrete testing laboratories disclosed the following noncompliance.
Paragraph 4.12 of Appendix C to specification 9645-C-191.0, Materials Testing Services, states, "
. measuring and testing devices used in checking quality shall be calibrated ar.d documented at established periods against valid standards having known relationships to national standards where they exist".
Para-graph 6.21 of specification 9645-C-1910.0 requires that the soils and concrete laboratory be equipped with calibrated equipment for the perfor-mance of all field tests required under the specification.
Tais equipment is to include all testing devices and apparatus listed in applicable ASTM specifications.
Paragraphs 8.3.5 and 11.2e require that sieve analyses be done on aggregates in accordance with ASTM C-136-71 and on granular backfill in accordance with /STM D422-63. ASTM C-136-71 and ASTM D422-63 state that sieves used shall conform to ASTM E-11.
Examination of test sieves and discussions with responsible engineers showed that test sieves used for particle size analysis of concrete aggregates and granular backfill are not calibrated or checked for conformance to ASTM E-11.
Failure to perform test activities as required by documented instructions is ccntrary to Criterion V of Appendix B to 10 CFR 50 and was identified to the licensee as Infraction 417/79-26-01.
The licensee acknowledged the item of noncom-pliance. Quality Action Request number F-172 was issued to Bechtel's headquarters QC staff in Gaithersburg, Maryland by the site QC staff, requesting applicability ol ASTM E-11 for calibration of test sieves.
6.
Containment (Structural Concrete II)-Observation of Work and Work Activities, Unit 2 The inspector observed curing controls on pour number Q2T22-W-21164WXA, exterior wall in the unit 2 auxiliary building and splicing of Cadweld number CD 3056 in the Unit 2 drywell. Acceptance criteria examined by the insepctor appear in the following documents:
