Exit Interview The inspection scope and findings were summarized on May 4,1979, with those persons indicated in Paragraph I above.

Unresolved Items Unresolved items were not identified during this inspection.
5.
Warehouse Storage The warehouses located in Natchez, Mississippi, which are used to store both safety related and other materials were inspected.
The inspector noted that in most cases the material and equipment were being stored and preserved in 3 manner to prevent damage or deterioration. The inspector observed that electrical control panels and valve operators were protected with heaters and were fitted with indication lights to show that the heaters were operative.
The inspector found one case where the heater was not operating on a limitorque valve. An adjacent valve had been moved to the site and in so doing the electric circuit was interrupted. The warehouse operator advised the inspector that an electrician had been called to reestablish the circuit.

-2-The inspector observed that the storage facility at Natchez has been increased to include an additional warehouse.
Segregation of MP&L storage from storage not owned by MP&L is not ef fective in the new warehouse. For example,a large stack of plywood is located in the center of the floor with MP&L equipment around it. Although the inspector did not note any instance where safety related material was in jeopardy, the condition was identified to the licensee. The licensee agreed that corrective action is needed to segregate material since safety related material will be stored in the same manner.
This item is an Inspection Followup Item identified as IFI 416/417/79-13-01, Warehouse Storage.
No items of noncompliance or deviations were identified.
6.
Containment Liner Dome Fitup The Unit 2 containment liner dome has been fabricated and is sitting on a support fixture in a storage area.
The points of contact between the support fixture and the dome shows considerable deflection in the edge of the dome. The condition raises a question as to the integrity of those welds affected by the bending and cold working. A review of Specification 964S-E-151.0 indicated that jacking and hammering to bring sections within allowable tolerences will be permitted only in accordance with the subcon-tractor's standard procedure as approved by the Architectural Engineur.
The licensee agreed to obtain the procedure and provide the NRC with informa-

tion that would assure the integrity of these t:lds. This item will remain as Unresolved and is identified as UNR 417/79-13-03, Containment Liner Dome Fitup.

7.
Independent Inspection The inspector examined various areas of Units 1 and 2 to observe construction work and related activities in progress, to inspect th general state of cleinliness and housekeeping, and to examine the inplace storage condition of mechanical and electrical equipment.
The cleanliness of the areas inside and outside the containments are littered with both trasb and discarded building materials. Materials are allowed to lay in disheveled stacks for long periods of time where they are walked on and made to appear more like trash.
The inspector pointed out to the licensee that this condition is in part due to the fact that there are very few readily identifiable trash receptacles. As a result workmen discard their empty soda cans, paper cups, and food wrappers wherever they might be standing. The licensee advised the inspector that an additional number of trash cans had been ordered but had not been received. The licensee also agreed to take action to improve this condition. This item is identified as an unresolved item UNR 416/417/79-13-04, Housekeeping.

Protection against Chloride Contamination The inspector questioned the licensee's follow of the Nuclear Steam Service Suppliers (NSSS) handling of reactor vessel internals to assure that gloves are used by workman to prevent chloride contamination of the stainless steel.
The question arose when an NRC inspector noted that personnel inside the reactor were not wearing gloves at the time he passed through. The licensee agreed to pursue the matter with Bechtel and General Electric to assure that procedures and requirements for handling the internals are being followed.

Licensee Identified Items (0 pen) 50.55 (e) item (416/417/79-13-05) Failure of Rosemount calibration system. A problem with the gross failure output function of both the master and slave trip units of the Rosemount calibration system was identified by Rosemount to MP&L (who in turn identified the problem to the NRC on May 21, 1979. The problem is that the gross failure output may inadvertently reset when it has been energized and the trip unit is operated through the preset trip points. MP&L has submitted an interview report to the NRC which promises final report by November 16, 1979.

IE Bulletin Status a.
(Closed) IEB 78-12, 12A and B, Atypical Weld Material in Reactor Pressure Vessel Welds. MP&L replied on May 25, 1979, no Aytpical weld material, as described by the bulletin, exists in either of the reactor pressure vessels supplied for the Grand Gulf Nuclear Station. The inspector has no further questions regarding this matter.
b.
Closed IEB 79-03, Longitudinal Weld Defects in ASME SA-312 Type 304 Stainless Steel. MP&L replied on May 16, 1979 that no piping of the type identified in the IEB 79-03 was purchased from Younstown Welding and Engineering Company.
The inspector has no further questions regarding this matter.
c.
Closed IEB 79-04, Incorrect Weightc for Swing Check Valves Manufac-tured by Velan Engineering Corporation. MP&L replied to this bulletin on May 29, 1979 with a statement to the effect that MP&L has not purchased this type valve for use on the Grand Gulf Nuclear Station.
The inspector has no further questions regarding this matter.
d.
Open IEB 79-07, Seismic Stress Analysis of Safety Related Piping. MP&L submitted a partial reply to this bulletin on May 29, 1979 advising that they have not been able to obtain information from all sub-suppliers to date. MP&L will submit a supplement as soon as complete information is obtained. MP&L expects to complete their reply to this bulletin by July 13,1979.
