IE Bulletin (IEB) and Information Circular (IC) Followup.

The licensee's working file and followup action on IEB's and IC's was examined by the inspector in the corporate office in Jackson. Upon receipt of an IEB or an IC the licensee establishes applicability to his projects by evaluation and/or letters to the Architectural Engineer (AE) and the Nuclear Steam Service Supplier (NSSS) requesting their evaluation. Replies received from the AE and the NSSS include the information required by procedure to be reported and are normally within the time period stated.

MP&L's written responses to the NRC include the information required and are within the time period stated in the IEB. No items of deviation or noncompliance were identified.

Licensee Event Followup The AE's followup onsite and the licensee's followup in the corporate office of items reportable under terms of 10CFR50.55(e) were examined by the inspector. Bechtel QA Procedure 2.8 was reviewed.

In the event an item occurs that is suspected reportable, Bechtel verbally addresses the MP&L QA manager and the Bechtel Project Manager (Gaithersburg). At the same time, a Management Corrective Action Report (MCAR) showing responsi- -

bility for action is prepared by Bechtel QA on site. The MCAR establishes a date for the responsible group to reply. The IE inspector reviewed MCAR 34 through 54 noting that nearly all items reported under the terms of 50.55(e) concern vendor supplied items and thus involve an additional organization (vendor) in resolving problems. The flow of letters between the licensee, A&E, and vendor is time consuming, especially where design verification is required. Because of this, interim written reports to the NRC are used in order to meet reporting deadline requirements.

No items of noncompliance or deviations were identified.

Pipe Fabrication The inspector examined the pipe fabrication shop for the Grand Gulf Nuclear Plant. This shop, located in Vicksburg, Mississippi prepares coupons for welder qualification, has a large flame cutting section, does safety related welding, does NDE and does Nelson stud welding. The inspector observed that pipes were being scribed entirely around their diameter to form a permanent reference mark for welding into collars, elbows or valves. The inspector questioned these reference marks since they varied in depth and in shape. Upon examination of the personnel and the tools it was deter-mined that short lengths of pipe are rotated against a fixed 21ectro-etching fixture. Long pieces of pipe with bends are scribed with a hand held jig that is rotated around the pipe. This jig contains a sharpened steel point that makes a V groove in the pipe 0.D.

The inspector advised the licensee that this item will be identified as IFI 416/417/79-24-01 pending a satisfactory justification of the shape and depth of grooves being made as permenant reference marks on piping. No items of noncompliance or deviations were identified.

Independent Inspection The inspector examined various areas of Units 1 and 2 to observe construc-tion work and related activities in progress, to inspect the general state of cleaniness, and to examine inplace storage conditions of mechanical and electrical equipment. The inspector examined plant laydown areas, observing the general condition and protection of piping subassemblies, cable reels and other safety related equipment. No items of noncompliance or deviations were identified.

Licensee Identified Items a.

Open; 10 CFR 50.55(e) Item No. 416/417/79-24-02 railure of Topaz inverters. The licensee identified the subject item to RII on September 13, 1979. MP&L reported that GE has recalled inverters manufactured by Topaz Electronics, San Diego, for repair or replace-ment. These inverters supply divisional power from station batteries to an ECCS transmitter trip unit in log sensors. Failure has occurred with transient disturbances such as those generated on.a 125 VDC bus from switching relay coils, blown fuses and failed SCR's.

The licensee is to submit a written report on October 12, 1979.

(Closed); 10 CFR 50.55(e) item 416/417/79-09-01 Tube Turns fittings fabricated from material wich excessive carbon content. MP&L reported on September 18, 1979 that the subject elbow fittings installed and in storage will be returned to the supplier. Replacement elbows will be obtained and installed. Details of the corrective action are summarized in Bechtel Management Corrective Action Report (MCAR) GGNS-49. MCAR #

GGNS-49 was reviewed by the inspector.
