Exit Interview The inspection scope and findings were summarized on November 16, 1979 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings Not inspected.

Unresolved Items Unresolved items were not identified during this inspection.

Pipe Fabrication, Reference Scribe Item IFI 416/417/79-24-01, reference scribe was discussed with Bechtel to determine the degree of followup action taken to establish acceptability of this item. The inspector noted that a management corrective action report had been prepared and that Bechtel engineering was in the process of reviewing the condition. The inspector noted that since the licensee and Bechtel had established that vibra etching was deeper than the V groove scribe, the engineering evaluation of the acceptability of the condition 1767 346
-2-would be based on the vibra-etch scribe. The NRC inspector objected to this approach on the basis that a V groove shaped scribe was less desire-able from a stress concentration consideration and should also be evalua-tated particularly for depths greater than 1/32 inch. The licensee agreed to make the evaluation. This inspection follow item remains open.
6.
Personnel Changes The MP&L quality assurance group on site is to be headed up by J. Yelverton who is presently a a QA engineer for Bechtel on site.
Mr. Yelverton assumes the position as QA Field and Operating Supervisor effective December 3, 1979.
Mr. Yelverton's background includes both nuclear construction and nuclear operating plant experience.
Mr. C. L. Stuart, formerly with Niagra-Mohawk Company, has been employed by MP&L as Assistant Plant Manager, Operations.
He will report to Ken McCoy, Site Manager and Plant Manager.

Licensee Identified Items
a.
Open; 10 CFR 50.55(e) Item Nos. 416/79-30-01 and 417/79-28-01 defective terminal strips. The licensee identified the subjeu. item to Region II on October 26, 1979. MP&L reported tnat the type LR-151-07 terminal strips manufactured by G. E. have been broken and may cause an electri-cal short in safety-related instruments.
The licensee is to submit a written report by November 26, 1979.
b.
Open; 10 CFR 50.55(e) Item Nos. 416/79-30-02 and 417/79-28-02 Common Mode Failure of Rosemount Trip Units. This item was identified by the licensee on October 23, 1979. At that time Region Il was informed of a postulated common mode failure of switch S2 in the Rosemount Model 510 DU trip units in the reactor protection system The licensee's written report is due November 24, 1979.

Boilermaker Strike On November 9, 1979, the licensee identified to RII that the boiler makers had stopped work on November 5,1979, and that all other crafts stopped work on November 8, 1979, leaving no manuals at work at the Grand Gulf site. On November 12, 1979, all crafts, with the exception of the boiler-makers, had returned to work. Since the boilermakers' contract is up for renewal, meetings between union and regional contractors are being held to

agree upon a new contract. The RII inspector discussed the effect of the strike on construction of the plant and its potential for delay in the following critical path milestones:
1.) the condensate and feedwater flush started November 2, 1979; 2.) the drywell SIT scheduled for December 29, 1979, and 3.) the RPV hydro scheduled for April 4,1980. MP&L advised that the condensate and feedwater flush had been delayed because of pump align-ment problems and not because of the strike.

problem. However, the second and particularly the third milestones are dependent on completion of the first and delays in the first milestone beyond the first of the year would be reason for concern. MP&L Corporate management advised the inspector that they do not believe the end construc-tion d:te will be effected. No items of noncompliance or deviations were identified.
9.
Prompt and Accurate Notification to NRC of Unusual Events at Reactors Under Construction A meeting was held with MP&L Corporate management in Jackson to provide a briefing on a forth coming IE Bulletin which sets forth action required by them to establish more definitive reporting requirements for events falling into the " prompt" and/or "immediate" reporting classifications.
In addition, identification of the reporting requirements and the types of events that fall into either category were listed by the inspector. The licensee was advised that implementation of the new construction reporting requirements was to begin on and after December 1, 1979.
10.
Independent Inspection Construction work and related activities in Units 1 and 2 were examined.
Inspection of activities in progress, inplace storage conditions, house-keeping effort and general protection of installed equipment was made.
The inspector examined areas common to both units outside the containments and auxiliary building which included laydown areas for piping, cable reels, rebar and other safety-related equipment. No items of noncompliance or deviations were identified.
